source and cumulative source impacts. A cancer risk assessment is typically based on <br /> a 70-year lifetime exposure. Because the project proposes senior housing, the <br /> exposure risks will be adjusted accordingly. If significant impacts are identified based <br /> on the technical analysis, mitigation measures will be identified. <br /> Noise <br /> The project site is located adjacent to EI Camino Real. The project site is within the <br /> General Plan 70 to 75 dBA noise contours which exceeds the 60 dBA DNL maximum <br /> compatible noise level established by the City of Redwood City. In addition, the project <br /> site is located adjacent to residential development; therefore, construction activities will <br /> create noise that could temporarily affect sensitive receptors in the vicinity of the project <br /> site. A noise assessment will be prepared based on existing data in the General Plan <br /> and General Plan EIR to provide existing noise level information for the project area and <br /> to address interior noise and land use compatibility issues. The noise analysis will <br /> assess the impacts of exterior noise on the project as well as construction and <br /> operational noise from the project. Mitigation measures will be developed as required to <br /> reduce identified impacts. <br /> Hydrology and Water Quality <br /> Implementation of the proposed project will result in an increase in impervious surfaces <br /> on the project site. The IS will describe the existing storm drainage conditions in the <br /> project area and will address the changes in storm drainage conditions from <br /> construction of the project, based upon information provided by the project applicant. <br /> The information will include existing and future (with project) areas of pervious and <br /> impervious surfaces and a list of proposed stormwater control measures. Mitigation <br /> measures will be identified to minimize significant hydrological and water quality <br /> impacts, as appropriate. <br /> Land Use <br /> The IS will describe the existing land uses on the project site and in the vicinity, and will <br /> discuss the projects conformance with relevant General Plan policies, the Grand <br /> Boulevard Initative, and surrounding land uses. The proposed rezoning of the project <br /> site will also be discussed. Potential land use impacts will be identified, and mitigation <br /> measures will be described, as appropriate. <br /> Transportation <br /> The VTA Congestion Management Plan (CMP) guidelines state that a project's traffic <br /> impacts should be analyzed during the weekday AM and PM peak periods if the project <br /> will add more than 100 peak hour trips to the roadway network. While the proposed <br /> project would not generate more than 100 peak hour trips, the project applicant has had <br /> a transportation impact analysis (TIA) prepared.
