6.3.C. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er June 18, 2012 SUBJECT Authorize the City Manager to Negotiate and Execute the Second Amendment to the Agreement between the City of Redwood City and the City of San Carlos for Fire and Emergency Services RECOMMENDATION By Resolution, authorize the City Manager to negotiate and execute the Second Amendment to the Fire & Emergency Service Agreement ("Second Amendment") with City of San Carlos. BACKGROUND On July 7, 2011, the City of Redwood City entered into an agreement to provide fire and emergency services to the City of San Carlos (the "Agreement"). The Agreement was executed pursuant to the City Council's approval at the June 20, 2011 City Council meeting. The First Amendment to the Agreement between the City of Redwood City and the City of San Carlos (the "Agencies") for Fire and Emergency Services dated October 19, 2011 made minor revisions to certain sections of the agreement. At the time Redwood City and San Carlos (the "Participating Agencies") entered into the Agreement, it was agreed that San Carlos would maintain and staff its Fire Department while Redwood City would only provide management and administrative support. Pursuant to this Second Amendment, the Participating Agencies seek to modify the Agreement to provide for Redwood City personnel to augment the staffing of the San Carlos Fire Department on a critical needs basis with an effective date of January 1, 2012. Without the augmented staffing provided by Redwood City personnel San Carlos risks not being able to adequately staff its Fire Department. ANALYSIS Since the San Carlos Fire Department began to operate, on October 1, 2011, Redwood City has been providing personnel to ensure San Carlos meets the minimum apparatus staffing requirements. This is true at the Firefighter/Paramedic and Captain level. It has become apparent to the Participating Agencies that San Carlos has a continuing need for additional support from Redwood City personnel to adequately staff the San Carlos Fire Department.
