C. - Page 2 <br /> The Participating Agencies now seek to amend the Agreement to include a provision <br /> that would expressly provide for Redwood City to provide personnel in addition to <br /> providing management services. The actual cost is in negotiations, but we are looking at <br /> a model reflective of the direct salary cost (overtime rate) combined with the overhead <br /> rate. <br /> The overhead rate represents full cost recovery for service, which includes fringe <br /> benefits, direct labor costs and indirect labor costs. In the proposed model, if a <br /> Firefighter/Paramedic's overtime rate is $60.91, this rate is multiplied by the overhead <br /> rate of 2.81, leaving the total hourly rate $171.21 per Firefighter/Paramedic per hour. <br /> This cost may increase or decrease based on the City's yearly review of its overhead <br /> rate. <br /> The Second Amendment is still being negotiated and reviewed by San Carlos. To <br /> ensure an accurate budget accounting for the 2011-2012 fiscal year, the Second <br /> Amendment should be executed before June 30, 2012. Given that the Second <br /> Amendment is not in final form, Staff requests Council to authorize the City Manager, <br /> with the City Attorney's guidance, to execute the Second Amendment to the Agreement <br /> allowing Redwood City to provide San Carlos with fire personnel. <br /> ALTERNATIVES <br /> Should the Council decide the City Manager is not authorized to execute the Second <br /> Amendment, they could instead have the Second Amendment presented to the City <br /> Council for approval in the next fiscal year. <br /> FISCAL IMPACT <br /> The revenue generated is to offset the costs incurred by the City for providing its <br /> personnel to staff the San Carlos Fire Department. <br /> ENVIRONMENTAL REVIEW <br /> The action that is the subject of this report does not constitute a"project" subject to the <br /> California Environmental Quality Act. <br /> � `� <br /> � � � ' �"� � ��` i I '� <br /> .� - . . � _ o . <br /> GINA KUNDERT <br /> FIRE ADMINISTRATIVE ASSISTANT <br />
