Attached is a site plan showing <br /> the new wharf and seawall (Attachment Two). <br /> This Project is design-build and the Port's Project Engineer is Ben C. Gerwick, Inc., <br /> Oakland, CA. The Gerwick firm was selected through a request for proposal process <br /> that was undertaken in November 2010. Six responses were received with one <br /> response being submitted by a team that included a firm located in Redwood City. The <br /> design/engineering life of the Project is 50 years. The "Port of Long Beach Seismic <br /> Criteria" is the basis for structural design requirements to meet potential ground <br /> liquefaction and seismic loading in the event of earthquakes. Construction is planned to <br /> begin in July 2012 and is scheduled to take 10-12 months to complete. During <br /> construction the hopper conveyor system for unloading construction aggregates from <br /> ships will remain in operation. The estimated cost, including engineering and <br /> contingency, is $18 - 20 million. The Port intends to expend net available bond <br /> proceeds of approximately $9.1 million on this project and fund the balance with <br /> accumulated cash reserves. As of April 30, 2012 the Port had approximately $16.2 <br /> million in unrestricted reserves. <br /> ENVIRONMENTAL REVIEW <br /> The Port, as lead agent, adopted the Final Environmental Impact Report (FEIR) on April <br /> 27, 2011 and filed a Notice of Determination (NOD). The City filed a NOD on May 4, <br /> 2011, documenting City approval of the FEIR. Due to mitigation measures <br /> recommended in the EIR to avoid or reduce significant impacts, a Mitigation Monitoring <br /> and Reporting Program was prepared. Some of the mitigation measures included: <br /> � Best Management Practices for impacts to air and storm water quality; <br /> � Minimizing lighting impacts to adjacent wetlands; <br /> • Construction of a seawall to control future sea level rise. <br /> The Port is also required to obtain regulatory permits from the U.S. Army Corps of <br /> Engineers, Regional Water Quality Control Board, and Bay Conservation & <br /> Development Commission (BCDC). These permits require additional mitigation <br /> measures relating to impacts to endangered species and essential fish habitats. Some <br /> of the mitigation measures included: <br /> • Use of a bubble curtain during pile driving activities; <br /> � Monitoring for the presence of clapper rails on adjacent Bair Island; <br /> � Compliance with NPDES construction activity regulations. <br /> Major permits from BCDC similar to the Port's project require public access <br /> improvements. Due to the project site in the middle of an industrial area with heavy <br /> construction equipment and stringent maritime security requirements, BCDC requested <br /> the Port investigate other areas for public access improvements. The Port agreed to <br /> improve the public walkway connectivity between the Port's Municipal Marina and the <br /> Portside Office Promenade. A new 10-foot wide sidewalk and landscaping will be <br />
