Handicap accessibility issues will also be <br /> addressed along the walkway and at the fishing pier. <br /> The Project incorporates other features relating to sea level rise, seismic safety, future <br /> electrical demands, and green building practices. A 9-foot high seawall along the 920' <br /> long shoreline is designed to take into account extreme high tides, storm surge and sea <br /> level rise predictions for the 50-year life of the project. The seawall is also designed to <br /> allow for a 2-foot height extension of new seawall to be added at a later time, if <br /> necessary. BCDC's Engineering Criteria Review Board required installation of seismic <br /> instrumentation and recording equipment that will be monitored by the California <br /> Department of Conservation's Strong Motion Instrumentation Program. In consideration <br /> of future potential regulations controlling ship emissions while at berths, additional <br /> shore-to-ship electrical service will be installed at the new wharves. The contractor is <br /> encouraged to reuse and recycle as much of the demolition materials (concrete, <br /> asphalt, timbers). However, most of the wood waste is contaminated with creosote or <br /> lead paint. The new longshoremen's support building will be constructed with energy <br /> efficient LED lighting, rigid insulation, and ability to add solar panels to the roof. <br /> ANALYSIS <br /> The Project is necessary for the Port to secure its future economic viability. The new <br /> wharf will improve efficiency and increase cargo throughput. The plans for the Wharves <br /> 1&2 Project estimate that the tonnage throughput capacity at the facility will increase by <br /> approximately 118 percent as a result of the reconstruction of the Wharves. In addition, <br /> this Project will enable landside improvements to the terminal area by the user that will <br /> further increase capacity by an additional 73 percent. The dollar amount resulting from <br /> increased throughput is difficult to estimate, but it will significantly increase the current <br /> revenue from this facility of $1.4 million. <br /> Currently the demand for construction materials is increasing. The construction <br /> aggregates imported from British Columbia through Wharves 1& 2 are expected to <br /> increase again next year from this year's volume of 800,000 metric tons to over 1 million <br /> metric tons. Cement imports are forecasted to resume in 2014 and the Project will allow <br /> a cement ship and an aggregate ship to be at berth simultaneously whereas only one <br /> ship can be handled at the existing Wharves 1& 2. In the future, the Project will allow <br /> the flexibility to handle other cargoes such as those requiring mobile cranes on the <br /> wharf for loading/unloading. On the upland portion of the Project, the new and <br /> improved utilities will allow for continued Port development and the new seawall will <br /> protect the Port's landside terminal area from flooding. <br /> The Project will create and sustain construction jobs in the community. Tax revenue will <br /> be generated from sales of the construction materials handled by the new Project. <br /> Limited industrial-use land will be better utilized. The public access improvements <br /> associated with the Project will provide better and more attractive walkway access along <br /> the waterfront and to the popular public fishing pier. <br />
