C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 18, 2012 <br /> SUBJECT <br /> Memorandum of Understanding between the Community Sports Development Council, <br /> Inc. and the City of Redwood City for the Fair Oaks Field synthetic turf replacement <br /> project <br /> RECOMMENDATION <br /> Approve by motion, the Memorandum of Understanding (MOU) between the Community <br /> Sports Development Council, Inc. and the City of Redwood City and authorize the City <br /> Manager to: <br /> 1. Execute the MOU with Community Sports Development Council, Inc. that will initiate <br /> the process for arranging the donation of materials for the replacement of the synthetic <br /> turf field at Fair Oaks School. <br /> 2. Develop agreements with the Redwood City School District and the County of San <br /> Mateo to contribute toward the replacement cost of the Fair Oaks School field project. <br /> BACKGROUND <br /> In October 2003, the City Council approved a plan to renovate the Fair Oaks School <br /> Field through a partnership between the City, the Redwood City School District, and the <br /> County of San Mateo. An agreement was developed and funding for a state-of-the-art <br /> synthetic turf field was made possible through a combination of County CDBG funds, <br /> School District bonds, and City Capital Improvement Project (CIP) funds in the amount <br /> of $1,214,000. For the past nine years, thousands of children, adults, and families have <br /> enjoyed the only play space available in that neighborhood, made possible because of a <br /> unique and strong government partnership. <br /> In October 2011, the Parks, Recreation and Community Services Department (PRCS) <br /> conducted an extensive synthetic turf field analysis to determine the replacement <br /> priority of fields based on condition, safety, and playability. Out of the nine synthetic <br /> fields installed, the Fair Oaks School Field was ranked as the highest priority to replace. <br /> The field has outlasted the warranty period, and staff concurs with the assessment that <br /> it needs to be replaced this coming fiscal year. Staff's initial estimate for removing the <br /> existing turf and replacing it with a new surface and infill is approximately $550,000- <br /> $600,000. The Community Development Department (CDD) has recommended <br /> $300,000 in CIP funds for Fiscal Year 2012-2013 towards this project. <br />
