6.1.C. - Page 2 In January of this year, PRCS staff responded to a grant opportunity published by the Community Sports Development Council, Inc. (CSDC), an Oregon-based nonprofit which procures materials and partially funds construction of athletic field development projects. In response to the extensive proposal submitted by staff, the Fair Oaks School Field project was awarded the maximum grant amount of $275,980 by CSDC. The attached MOU initiates the process for CSDC to begin procuring materials and securing donations for the project. CSDC provides the surfacing and infill through a company alliance toward the overall project. The surface specifications meet City standards for synthetic turf fields. ANALYSIS The Fair Oaks School Field serves as the only viable outdoor recreational space in that particular neighborhood. The synthetic turf surface and lighting system has allowed for extended play that has served thousands of people for the past nine years. The tri- government partnership to develop the field has been a model for our work together in many different settings. The playing surface is in need of replacement and with the combination of the CIP funds set aside for the project and the acceptance of the award from the CSDC, we are able to fund the project this coming year. Additionally, the PRCS Director has met with both the Redwood City School District Superintendent as well as the County Manager to gauge interest in giving toward the replacement project. Both expressed a committed desire to continue the partnership and would entertain formal Board agreements to contribute funds to the project. ALTERNATIVES The Council could choose not to sign the MOU and consider alternative funding options; or, negotiate higher contributions from the Redwood City School District and the County of San Mateo. FISCAL IMPACT The FY 2012-2013 Capital Improvement Project (CIP) Fund proposal includes $300,000 toward the replacement of the Fair Oaks School Field. The Community Development Sports Council, Inc. grant award is $275,980. These totals amount to the estimated cost of the project. Additionally, authorizing the City Manger to develop agreements with the Redwood City School District and the County of San Mateo will lower the overall cost for each government entity. ENVIRONMENTAL REVIEW This activity is not a project under CEQA as defined in CEQA Guidelines, section 15378, because it involves initial approval to accept grant funding on behalf of the City, which is an administrative activity.
