E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 18, 2012 <br /> SUBJECT <br /> Agreement between the City of Redwood City and MetalCraft Marine Inc. for the <br /> Construction and Purchase of a Fire Storm 36' Fireboat <br /> RECOMMENDATION <br /> By motion, suspend the Purchasing Ordinance requirements, approve the Agreement <br /> between City of Redwood City and MetalCraft Marine Inc. for the purchase of a Fire <br /> Storm 36' Fireboat in an amount not to exceed $967,296, and authorize the City <br /> Manager to execute the Agreement. <br /> BACKGROUND <br /> The Fire Department (Department) applied and received a Port Security Grant for <br /> $1,059,795 from the US Department of Homeland Security, Port Security Grant <br /> Program (PSGP). City Council accepted the grant funds at the April 11, 2012 City <br /> Council meeting as part of the Capital Improvement Program Budget. The PSGP focus <br /> is to improve the Nation's transportation security infrastructure. <br /> Through the PSGP, the City, would like to construct a Fire Storm 36' Fireboat that will <br /> aid in the Nation's transportation infrastructure security improvement measures. The <br /> Department will use the grant money to construct the Fireboat, train personnel, as well <br /> as fund equipment, fuel and maintenance. <br /> The purchase of the Fire Storm 36' will enhance the operational capabilities of the <br /> Redwood City Fire Department for maritime response. The Fireboat will give the Fire <br /> Department the ability to respond to emergencies in all weather conditions; use <br /> technology to locate vessels in distress; enhance firefighting capabilities; provide a safer <br /> work environment for our employees, assist other agencies through auto/mutual aid; <br /> and augment the water system in the event of an earthquake. <br /> ANALYSIS <br /> All fireboats are specialized pieces of equipment made to an individual specification and <br /> power plant and cannot be purchased "off the shelf". The Department reviewed marine <br /> incidents and history logs to establish boat specifications. There is only one local vendor <br /> that specializes in constructing boats and they were not able to meet our specifications. <br /> Through extensive research, the Department found MetalCraft Marine Incorporated <br /> (MCM) had an extensive history in constructing fireboats.
