6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 25, 2012 <br /> SUBJECT <br /> Professional Services Agreement with TRA Environmental Sciences, Inc. for the <br /> California Potable Water Tank, Pump Station, and Pipeline Project <br /> RECOMMENDATION <br /> Approve an agreement for environmental consulting services with TRA Environmental <br /> Sciences, Inc. for the preparation of the California Potable Water Tank, Pump Station, <br /> and Pipeline Project Initial Study/Mitigated Negative Declaration (IS/MND). <br /> BACKGROUND <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations and projects for <br /> future Council consideration. The Water System Master Plan forecasts improvements <br /> necessary to accommodate water demand by new and redevelopment activities <br /> anticipated by the city's General Plan; analyzes and identifies improvements for reliable <br /> performance during normal and emergency conditions, such as fires and earthquakes; <br /> and prioritizes capital improvements to the system for the next 20 years. <br /> ANALYSIS <br /> Among the proposed major long-term improvements, a replacement water tank is <br /> planned in the Emerald Hills area for the Easter Bowl/California. <br /> A replacement water tank is being proposed in the Easter Bowl/California Pressure <br /> Zones of the Emerald Hills area of the City primarily to provide additional water storage <br /> capacity to meet established storage capacity for normal operations and emergency <br /> situations. <br /> This priority project will construct a new 800,000 to 1-million gallon water tank including <br /> associated water pipeline and pump station facilities within the next three years. The <br /> project components are: <br /> • The construction of the water tank on a City owned site at the corner of California <br /> Way and Tum Suden Way; <br /> • Replacement or repair of existing pipeline that will connect the new water tank to the <br /> Easter Bowl and Easter Cross water tanks, both located up-slope of the project site; <br /> • Construction of a new pipeline between the new water tank and the new pump <br /> station on the project site; <br />
