Powers & Associates, Metropolitan Group, and TRA <br /> Environmental Sciences, Inc.) to prepare an Initial Study and a Mitigated Negative <br /> Declaration. The proposals were then evaluated based on the firm's qualifications and <br /> according to the following criteria: 1) understanding of the project scope, 2) experience, <br /> 3) project management abilities, and 4) level of effort and schedule. This qualification- <br /> based selection process for professional services is compliant with State procurement <br /> regulations. TRA Environmental Sciences, Inc. received the highest score and is <br /> recommended by staff for this project. After good faith negotiations, TRA proposes to <br /> perform the scope of work for $86,217. <br /> ALTERNATIVES <br /> Council may choose not to approve the proposed agreement with TRA Environmental <br /> Sciences, Inc., and direct staff to find alternate means of completing the work, or modify <br /> the scope of work, or select other consultants. <br /> FISCAL IMPACT <br /> Funds for this project were partially and previously appropriated as Water Fund Capital <br /> Projects — California Pump House & Generator.
