Quality Acf (Public Resources Cade Section 21000 et seq.; <br /> hereafter, "CEQA°}, the Guidelines for Implementation of the California Environmenta{ <br /> Qua�ity Act {Title 14, Sections 150�0 et seq. of the California Cade of Regulations; <br /> hereafter, the "CEG2A Guidei�nes"); and <br /> 1NHEREAS, on February 24, 2�11, in accordance with CEQA, City staff issued a <br /> Notice of Preparation {"NOP"} stating the City's intent to prepare the EIR, and from <br /> February 24, 2011 through March 25, 2011 the City held a public review period an the <br /> NOP; ancf <br /> WHEI�EAS, an March 1, 2011, the Ptanning Corrrmission held a Scoping <br /> Sessian on the EIR that serv�d as a for�m for the Planning Commission and public ta <br /> comment on the NQP, learn abaut the Project, and discuss env�ronmen#al issues thaf <br /> sF�ould be addressed in the E(R; and <br /> WHEREAS, on May 24, 20�1, at a regularly scheduled Architectura! Review <br /> Committee {ARC} meeting, the ARC unar�imQUSly fecommended that the Pfanning <br /> Commissian approve the project's archit�cku�al design; and <br /> V4lHEf�EAS, c�r� Aug�st 12, 2D'#1, the Qra�t EiR for the Proj�ct w�s released by <br /> the City for a 45-day p�bfic review and comment period.
