The systern established core and job spedfic cornpetencies that can be used <br /> for ernployee de�elopment, recruitment, performance managernent, and training programs. <br /> The competency model would serve as the "backbone" of the City's human re5ource programs <br /> and succession plan. The City had de�eloped core competencies and this syster-n would allow <br /> them to be tested and revamped and then included in a fully automated succe5sion program. <br /> They would also be included in the aforementioned anline performance management program, <br /> Other Programs and Initiatives: <br /> In addition to the cohort ideas, contingency funds could be used for outside assistance with the <br /> fallowing initiati�es in the City: <br /> • Cansultant ser�ices in evaluating and examining the City parking p�-ogram <br /> • ASSistance in evaluating and reorganizing administrative functions in City Hall: <br /> With a critical vacancy in Numan Resources, the City Manager would like to re-evaluate the <br /> structure and reporting relationship5 of that department and other administrative functions <br /> in the City and retain o�tside assistance in developing job specifications and designing <br /> recruitment activities for new positions that may arise from this analysis, <br /> • E�aluation of efficiencies in our 8udget, Finance and Human Resources Information Systems <br /> In order for our organization to move forward and advance these initiati�es, some <br /> additional funding and resources are needed on a one-tim� basis. If any af the aba�e programs <br /> require on-going funding, the City Manager and Executive Tearn would ensure that any ongoing <br /> costs assaciated with these efforts are funded within the parameters of a balanced budget. <br /> At tonight's meeting, the City Manager is seeking confirmation to amend the budget <br /> proposal for a one tim� contingency accaunt of na more than $250,000 in FY 12/13 to use for <br /> these initiati�es.
