9.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 25, 2012 <br /> SUBJECT <br /> Inner Harbor Study Session <br /> RECOMMENDATION <br /> Provide direction to staff regarding community engagement and stakeholder groups for <br /> the development of an Inner Harbor Precise Plan. <br /> BACKGROUND <br /> There has been considerable interest in developing a comprehensive plan for the Inner <br /> Harbor Area, which includes the Docktown Marina, the County Women's Jail facility, a <br /> homeless shelter, the City's Police headquarters, the planned County Jail, Bair Island <br /> Aquatic Center, and vacant properties owned by the City. Because there are so many <br /> competing interests, not just the property owners and users in the instant area, but <br /> those of the industrial uses along Blomquist Avenue and Seaport Boulevard and the <br /> residential and commercial uses across Redwood Creek, development needs the <br /> guidance of a Precise Plan to move forward. <br /> ANALYSIS <br /> To begin the process of this recommended Precise Plan, the meeting will be facilitated <br /> by Kip Harkness, who has assisted the Council with the Block 2 Project and with <br /> establishing priorities for disposing and developing City-owned properties. The goal of <br /> the facilitation is to have the Council provide staff the direction on how to proceed. This <br /> is not a discussion on what the Precise Plan will be or the direction it should take. <br /> Staff's goal is that at the end of the discussion the Council will provide direction on the <br /> public process and the stakeholders to engage in developing the Precise Plan. <br /> Staff will return at a later meeting with a confirming document that lays out the agreed <br /> upon process and stakeholders. Stakeholders are recommended to be identified by <br /> interest group, rather than individuals, so the focus remains on the "how" of the process. <br /> When staff returns with the process document and the working group is identified, the <br /> next steps creating the "what" and ultimately a Precise Plan can be more clearly laid <br /> out. <br />
