9.B. - Page 2 <br /> At this time staff believes this public process will take at least one year, resulting in a <br /> draft Precise Plan document. As the framework of the Plan evolves, perhaps six <br /> months or so into the process, staff will return to the City Council with a <br /> recommendation for an environmental consultant to prepare an Environmental Impact <br /> Report. Depending upon the issues identified, preparation of this report will likely take <br /> six to nine months, which means the EIR and the Precise Plan should be ready for <br /> public review and comment at approximately the same time about one year from now. <br /> By establishing a public process at this time, the vast array of residents and others <br /> interested in the impacts of Bayside development will be assured that their voice can be <br /> heard. This does not mean to imply that all parties are represented individually at the <br /> head table, but that there are venues and means to be heard. Careful consideration at <br /> this stage will provide staff the clear direction to identify the appropriate consultants or <br /> others to lead the public process and to ensure we are as encompassing in our <br /> outreach as possible. <br /> Staff anticipates it will cost approximately $200,000 to prepare the Precise Plan and <br /> EIR. Funding for this effort is recommended to be funded by a portion of the sale of <br /> Block 2, as one development project contributes to the development of another. <br /> ALTERNATIVES <br /> Council can choose an alternate process. <br /> FISCAL IMPACT <br /> No fiscal impact at this time.
