6.1.C. - Page 2 <br /> example, reported gang related incidents for each of the last four school years has been <br /> held to five or less incidents per year. Additionally, over the same period, overall <br /> reported crime has dropped an average of 18.5% per year, from thirty-six reported <br /> criminal cases in the 2008-2009 school year down to nineteen reported in the 2011- <br /> 2012. Having a dedicated officer, present on campus for the entire school year, is <br /> invaluable to the students, the staff, and the Department. Because of the consistent <br /> contact, the School Resource Officer is uniquely positioned to serve as a mentor and <br /> role model for "at risk" students at a critical time in their lives. The opportunity for the <br /> officer and students to interact on a consistent basis in a positive context cannot be <br /> easily duplicated or replaced through other programs. A patrol officer, no matter how <br /> talented or dedicated, who has other duties to attend to, simply cannot establish this <br /> type of relationship with students or staff. Moreover, the relationships and trust <br /> developed between the officer and students extends far beyond the campus and out <br /> into the community, increasing the Department's ability to serve the needs of the <br /> citizens of Redwood City. Were the program discontinued, the police department would <br /> be unable to provide this unique service through other channels. The Department <br /> would not only anticipate a rise in the number of incidents requiring police intervention <br /> on campus, but the loss of an important avenue for community outreach. <br /> ALTERNATIVES <br /> Council could decline to enter the contact and a full-time School Resource Officer would <br /> not be assigned to Sequoia High School.
