6.1.C. - Page 2
example, reported gang related incidents for each of the last four school years has been
held to five or less incidents per year. Additionally, over the same period, overall
reported crime has dropped an average of 18.5% per year, from thirty-six reported
criminal cases in the 2008-2009 school year down to nineteen reported in the 2011-
2012. Having a dedicated officer, present on campus for the entire school year, is
invaluable to the students, the staff, and the Department. Because of the consistent
contact, the School Resource Officer is uniquely positioned to serve as a mentor and
role model for "at risk" students at a critical time in their lives. The opportunity for the
officer and students to interact on a consistent basis in a positive context cannot be
easily duplicated or replaced through other programs. A patrol officer, no matter how
talented or dedicated, who has other duties to attend to, simply cannot establish this
type of relationship with students or staff. Moreover, the relationships and trust
developed between the officer and students extends far beyond the campus and out
into the community, increasing the Department's ability to serve the needs of the
citizens of Redwood City. Were the program discontinued, the police department would
be unable to provide this unique service through other channels. The Department
would not only anticipate a rise in the number of incidents requiring police intervention
on campus, but the loss of an important avenue for community outreach.
ALTERNATIVES
Council could decline to enter the contact and a full-time School Resource Officer would
not be assigned to Sequoia High School. A regularly scheduled patrol officer would
attend to calls for service associated with the high school.
FISCAL IMPACT
The Sequoia Union High School District agrees to pay $30,000.00 into the City of
Redwood City general fund.
ENVIRONMENTAL REVIEW
N/A

ASHLEY OSBORNE
POLICE SERGEANT

JR GaMEz
POLICE CHIEF
