6.1.D. - Page 2
With the continued use of the new ticket structure with lower rates for midweek
performances and higher rates for traditionally filled weekend performances, we expect
to maximize revenue to ensure that all costs are covered. We also hope to lower
expenditures this year due to use of a temporary power installation through PG&E and
the possible use of a new lower cost ticketing system. The realization of profit from
ticket sales is one of several revenue streams identified through our powntown Events
Sustainability Plan.
ALTERNATIVES
Choose not to enter into the Agreement and cancel the Zoppe Circus.
FISCAL IMPACT
The Live Performance Agreement with Zoppe Circus is $76,000; and PRCS estimates
an additional $29,000 would be needed for marketing, equipment and supplies, staffing
costs, etc. to support the 2 weeks of performances for a total cost of $105,000.
Revenue is estimated at $115,000 based on sales from last year's shows. Last year,
75% of seats were filled with the majority of the weekend shows selling out and the
weekday shows being at only 62% of capacity. With the continued use of the new
model of lower ticket prices for midweek shows, we expect to draw in more people to
increase the volume of sales to turn a profit.
ENVIRONMENTAL REVIEW
The Zoppe Circus performance agreement meets the California Environmental Quality
Act (CEQA) exemption criteria as set forth in Section 15304, ("Minor Alterations to
Land"), because the Agreement contemplates the minor temporary use of land having
negligible or no permanent effect on the environment, involving the placement of a
circus tent and associated temporary structures including seating, ticket booths and
portable restrooms.

CHRISTOPHER BETH
DIRECTOR OF PARKS RECREATION AND COMMUNITY SERVICES

ROBERT B.
