6.1.G. - Page 2 <br /> any change to the parade route and festival area locations will be determined under the <br /> supervision and approval of the Police Chief or his designee. <br /> The City agrees to provide the following services and facilities: street sweepers, traffic <br /> cones and barricades, installation of flags along the parade route, access to Court <br /> House Square, access to the parking structure on Marshall Street for vendor parking, <br /> and closure and parking restrictions as detailed in the PCA parade application and letter <br /> along various city streets starting at 5:00 pm on Tuesday, July 3, 2012 until 8:00 pm on <br /> Wednesday, July 4, 2012. <br /> The letter permit to be issued to PCA by the City (Attachment 4) contains a standard <br /> "hold harmless" provision, insurance requirements, and course control provisions. <br /> The City, rather than PCA, has undertaken to arrange the 2012 fireworks display at the <br /> Port of Redwood City. Street closures and vehicular and vessel traffic control measures <br /> are to be determined by the Police Department to regulate the orderly flow of vehicle <br /> and boat traffic. The fireworks display will be held from 9:15 pm until approximately <br /> 9:35 pm. <br /> ANALYSIS <br /> The Independence Day Celebration has been a tradition in downtown Redwood City for <br /> seventy-three years. Generations of families return to Downtown Redwood City each <br /> year to watch the parade and celebrate Independence Day. Since the holiday falls on a <br /> Wednesday this year, families are less likely to travel from the area on vacation and <br /> instead remain local. It is anticipated that upwards of 40,000 visitors will attend the <br /> parade this year. The festival will showcase the bustling Downtown area and these <br /> visitors will likely patronize local businesses throughout the day. The community support <br /> for the return of a fireworks show will likely result in a large turn-out for the event. <br /> ALTERNATIVES <br /> The City Council could choose not to authorize the execution of the letter permit. The <br /> selection of this alternative would end a seventy-three year tradition in Redwood City. <br /> FISCAL IMPACT <br /> Based on expenditures for the 2011 celebration and the event plans for 2012, the total <br /> projected cost to the City will be approximately $61,600. Total Police Department <br /> overtime costs for traffic and crowd control is projected to be approximately $28,400. <br /> Community Development Department costs for barricade rental and overtime are <br /> projected at $25,700, and Fire Department overtime is projected at $3,500. Parks, <br /> Recreation and Community Services Department staff, equipment and entertainment <br /> costs are projected at $4,000. Each Department will absorb their respective costs within <br /> their own budgets. <br />
