EXHIBIT "A" <br /> SCOPE OF SERVICES. TIME AND FEE SCHEDULES <br /> Environmental consulting services for the preparation of an Initial Study and Mitigated Negative <br /> Declaration (IS/MND)for the new water tank, pump station and pipelines <br /> proposed for the California Pressure Zone in the Emerald Hills area <br /> PROJECT DESCRIPTION: <br /> The City of Redwood City (the City) proposes to construct a new 0.8 to 1 million gallon water <br /> tank with associated water pipeline and pump station facilities. The new water tank is being <br /> proposed in the California Pressure Zone of the Emerald Hills area of the City primarily to <br /> provide additional water storage capacity to meet fire flow requirements. The new water tank <br /> and pump station would also provide additional storage capacity for normal operations and <br /> emergency situations. <br /> As currently proposed by the City, the project consists of: <br /> • The construction of the new 0.8 to 1 million gallon water tank on a City owned site at the <br /> corner of California Way and Tum Suden Way; <br /> • Replacement or repair of existing pipeline that will connect the new water tank to the <br /> Easter Bowl and Easter Cross water tanks, both located up-slope of the project site; <br /> • Construction of a new pipeline between the new water tank and the new pump station on <br /> the project site; <br /> • Construction of a new 2,000 foot length of water pipeline from the new tank to an <br /> existing pipeline at Jefferson Avenue and Fallen Leaf Way; and <br /> • The replacement of an existing pump station on site. <br /> Based on the preliminary tank design, the water tank would be approximately 74-82 feet in <br /> diameter and 28 feet high. The City is proposing to construct the new tank in the same or near <br /> the location where two water tanks used to be located but were removed in 1999. The new tank <br /> would be painted a natural color to blend with the surrounding vegetation and reduce visibility. A <br /> 6-foot security fence with razor wire would be constructed around the tank. A pipeline <br /> connecting the new tank to the existing up-slope Easter Bowl (1.2 million gallon) and Easter <br /> Cross (0.1 million gallon) water tanks would be repaired or replaced entirely. This pipeline <br /> travels uphill through the undeveloped portions of the project parcel and under the road bed of <br /> California Way. The existing pump station on site would be removed and a new pump station <br /> would be constructed near the new water tank. The project also includes the construction of an <br /> approximately 2,000 foot long water pipeline connecting the new water tank to an existing water <br /> line at the intersection of Jefferson Avenue and Fallen Leaf Way. The new pipeline would likely <br /> be 8 inches in diameter and would be placed in the roadbed of California Way and Jefferson <br /> Avenue. <br /> The project site is located at the intersection of California Way and Tum Suden Way in the <br /> Emerald Hills area of Redwood City and is surrounded on all sides by single-family hillside <br /> residential development. The project site is at the border of Redwood City and San Mateo <br /> County. Edgewood County Park is located a short distance west of the site, and the Emerald <br /> Hills Golf Course is to the east. The entire parcel size is 377,862 square feet (8.7 acres); but the <br /> tank, pipeline and pump station area is a small portion of the entire site.
