SCOPE OF SERVICES: <br /> Consultant shall provide environmental consulting services for the preparation of an Initial Study <br /> and Mitigated Negative Declaration (IS/MND) that satisfy the requirements of Section 15063 of <br /> the State CEQA Guidelines and provide the City with full support in each step of the CEQA <br /> process. Scope of work also includes the preparation of all CEQA Notices (to be distributed by <br /> the City), 15 cds to be sent to the State Clearinghouse for the public comment period, <br /> preparation of the Mitigation, Monitoring and Reporting Plan, attendance at meetings and <br /> hearings, preparation of a Response to Comments letter, and technical support for public <br /> outreach efforts. Consultant shall provide a thorough, comprehensive CEQA document that <br /> addresses the community's concerns and meets the needs of the City's decision makers. <br /> Environmental analysis shall be well documented and legally defensible and include a <br /> geotechnical analysis, a water tank safety hazard assessment because of the proximity to <br /> residential uses, a cultural resource investigation, and visual simulations. <br /> TRA is presenting a team of professional firms: Cornerstone Earth Group will prepare the <br /> geotechnical investigation, The Planning CenteNDC&E will prepare a safety hazard assessment <br /> for the water tank, Holman and Associates will prepare the cultural resources report, and Dyett <br /> & Bhatia will prepare visual s imulations of the proposed water tank. <br /> The IS/MND will include a detailed project description with supporting maps and figures, a <br /> description of the environmental setting of the project site and an analysis of the project's <br /> potential direct, indirect, and cumulative environmental effects. Measures to mitigate potentially <br /> significant effects will be included where necessary. TRA approach is described in detail below. <br /> The significance determinations reached as a result of the IS/MND process shall be supported <br /> by facts and shall inform the City's decision makers and the public about the type and degree of <br /> potential environmental impacts associated with the construction and operation of the proposed <br /> project. Where appropriate, the significance determinations shall be based on clearly <br /> identifiable Thresholds of Significance. Thresholds of Significance shall be such to ensure that <br /> the determination of potential impact is defensible and mitigation measures effectively <br /> addressed to the project features which cause the significant impact. These thresholds may be <br /> from the CEQA Guidelines or may be policies or regulations used by regulatory agencies such <br /> as the Bay Area Air Quality Management District and the California Department of Fish and <br /> Game, or local fand use regulations such as the Redwood City Noise Ordinance, Heritage Tree <br /> Ordinance and General P lan policies. <br /> Consultant shall expect potential i mpacts to be focused in the following key areas: <br /> • Visual Impact: The tank will be located in a hillside setting, immediately adjacent to <br /> single-family residences. The visual impact of the water tank and new pump station is <br /> likely to be an issue of community concern. Consultant shall approach this analysis with <br /> a careful description of the existing visual setting, identification of sensitive visual <br /> receptors (residential areas w hich will view the tank), and the identification of appropriate <br /> Thresholds of Significance. The impact analysis will be aided by the preparation of visual <br /> simulations reflecting the completed water tank and incorporating visual screening <br /> features such as landscaping, berms, fences, etc. Consultant shall assist the City in <br /> developing effective visual mitigation measures. <br /> • Public Safety Concerns from Tank Failure: Given the project location, failure or rupture <br /> of the tank (such as from a seismic event) could cause significant public safety impacts. <br /> Consultant shall prepare a water tank safety analysis to address community concerns <br /> and assist the City in determining final tank design features.
