downstream flooding, the adequacy of design and containment features, and shall <br /> recommend additional mitigation measures should they be needed. Consultant shall <br /> provide a fact based discussion of the potential public safety hazard(s) and a clear <br /> determination of impact and mitigation requirements. The report shall also provide the <br /> community with a level of confidence that the project is being designed and constructed <br /> with their safety in mind. <br /> • Land Use and Plannina Consistency: The project is proposed for the purpose of bringing <br /> the California Pressure Zone of the Emerald Hills area of the City into compliance with <br /> fire flow requirements. However, the potential visual and public safety impacts may <br /> create an inconsistency with City land use and planning policy. The Initial Study will <br /> provide a full discussion of City plans and policy relevant to the project and make a <br /> determination of whether the project is consistent with adopted policy. <br /> Construction will also result in temporary impacts on biological resources, traffic, erosion and <br /> sedimentation, and noise and may be mitigated through avoidance or by implementing Best <br /> Management Practices. <br /> Consultant may assume the following: <br /> 1. The City of Redwood City will act as its own lead agency and will be the decision making <br /> body for this project. Although the project is immediately adjacent to San Mateo County, <br /> our scope of work assumes that San Mateo County will not have any permit or approval <br /> authority over the project. <br /> 2. The City of Redwood City will be able to provide detailed information on the proposed <br /> project. Such information will include electronic versions (AutoCAD) of preliminary water <br /> tank design plans (construction materials, fill level of the water tank, type and diameter of <br /> inlet/outlet connections), a proposed alignment for the water pipeline, new pump station <br /> design plans, site security features, and visual screening features (if any). <br /> 3. The City of Redwood City will be able to provide information regarding project <br /> construction including grading quantities (cut/fill), duration of construction, and a list of <br /> construction equipm ent. <br /> 4. The waterline replacem ent or repair within the project site does not require an arborists <br /> survey or inventory of trees that could be im pacted. <br /> TASK 1.0: DEFINE PROJECT AND ENVIRONMENTAL ISSUES <br /> Consultant shall work closely with the City of Redwood City to formulate an accurate and well <br /> defined description of the project. Consultant shall develop a comprehensive list of data needed <br /> to analyze the project's environmental impacts within a week of receiving written authorization to <br /> proceed. Consultant shall eonduct one (1) thorough site visit to photographs the site, document <br /> existing site conditions and surrounding land uses, and conduct a biological survey of the site. <br /> Spot noise measurements will also be taken during the site visit. <br /> Consultant shall organize a project kick-off ineeting with City staff in order to discuss project <br /> design features, data acquisition, schedule, community outreach and other essential topics. <br /> ATTY/AGR/2012.073/TRA ENVIRONMENTAL SCIENCES,INC <br /> REV:06-05-12 VR Page 12 of 26 <br />
