dusky-footed woodrat, a California species of special concern, to be present based on habitat
type and site location. Mitigation would be required if woodrat houses are found on the site.
A review of aerial photographs of the project site indicates that there are no federally protected
wetlands, riparian habitats or other sensitive habitats on-site. There is a runoff seep which
daylights just up slope of the existing pump station. The runoff is channeled to a basin in the
fenced area of the pump station and then directed off the site to the drainage ditch adjacent to
the road bed. Part of the demolition work may be required around the seep. The biology impact
analysis would determine whether there would be any biological impacts associated with
altering the seep and recommend mitigation measures as necessary.
Installation of the water line connecting the proposed and existing water tanks would be in close
proximity to trees that could support native birds protected by the Migratory Bird Treaty Act
(MBTA) and California Fish and Game Code. Mitigation would be required to protect migratory
birds during the bird nesting season. In addition, the project would have to obtain a permit if any
trees protected by the City's Tree Preservation Ordinance (Municipal Code Chapter 35) would
be cut or removed (heritage trees and trees with a circumference of 38 inches or more
measured befinreen 6 and 36 inches above ground level). This scope of work does not include
an arborists report or a full tree inventory.
No Habitat Conservation Plan (HCP) or Natural Community Conservation Plan (NCCP) applies
to the project area.
E. Cultural Resources. Consultant shall prepare or provide a cultural resources study
including a records search from the Northwest Information Center (NWIC) at Sonoma State
University and a reconnaissance level cultural resources field survey of the entire City owned
parcel. The cultural resource report report shall cover the entire parcel and be sufficient enough
to ensure the City flexibility in siting the tank and provide a level of assurance that pipeline
repairs will not cause impacts to cultural resources. Consultant shall answer the CEQA checklist
questions for cultural resources based on the cultural resources report. At the very least, it is
anticipated that standard mitigation for undiscovered cultural resources will apply during
construction. The complete report shall be attached as an appendix to the Initial S tudy.
F. Geology and Soils. Consultant shall prepare or provide a complete geotechnical
investigation including geologic research and consolidation of data, site reconnaissance,
identification of potential geologic, seismic and geotechnical impacts, field exploration by
completing borings in the area of the proposed tank and pump house, laboratory testing,
analysis, development of recommendations for the proposed tank construction, drafting and
report preparation. Consultant shall prepare or provide complete geologic mapping of the
conditions and potential hazards along the propose pipeline routes.
The geotechnical investigation will include the following:
File Review: Consultant shall provide for review of select geologic and geotechnical
information pertinent to the site conditions including geotechnical reports, subsurface
information, grading information,test date, etc.
Field Exploration: Consultant shall provide:
Geoloqic Reconnaissance of the site and nearby site vicinity to evaluate the potential
presence of geologic hazards and other potential impacts to the planned water tank,
including fault rupture, expansive soils, presence of fills, and other features indicative of
potential geologic hazards.
ATTY/AGR/2012.073/TRA ENVIRONMENTAL SCIENCES,INC
REV:06-05-12 VR Page 16 of 26
