Consultant shall describe the existing visual setting of the project site and its surroundings and <br /> identify areas from which the tank would be clearly visible. Consultant shall use General Plan <br /> policies, relevant design review guidelines, and commonly applied thresholds to evaluate the <br /> visual impact of the water tank. Consultant shall be cognizant of nearby residents concerns <br /> about visual impacts to their community. The Initial Study will identify visual receptors, carefully <br /> describe changes to the visual c haracter of the site and surrounding vicinity and identify whether <br /> the project would exceed the impact thresholds. Because visual effect is "in the eye of the <br /> beholder" it will be important to clearly and carefully explain the significance thresholds. <br /> To demonstrate what the project will look like once constructed, Consultant shall produce and/or <br /> provide for three to four photo simulations of the water tank and associated structures and <br /> landscape features. The view point locations shall be selected in consultation with the City. The <br /> simulations shall show the site in its existing condition as well as what the water tank will look <br /> like once it is completed. Consultant shall take the steps necessary to ensure the visual <br /> representation(s) of the proposed design is/are truly representational and dimensionally <br /> accurate. These steps include modeling the water tank in a 3D modeling program, placing it in <br /> Google Earth, and then taking Google Earth images from the vantage points of the chosen <br /> photographs. Consultant shall make particular effort to confirm that the views of the model <br /> correspond exactly to the location of the chosen photographs. In order to make the "after" <br /> images photorealistic, images of water tanks from elsewhere will be manipulated to match the <br /> modeled outlines. Shrubs, trees, screening structures and other features will be added per the <br /> desired design. Draft images shall be subm itted for review and then finalized. <br /> If the visual impacts of the tanks require mitigation, Consultant shall produce or provide <br /> remedies, such as through location and placem ent of the tank, or landscape screening. <br /> B. Agriculture and Forestry Resources. There are no agricultural or forestry lands <br /> located on or adjacent to the site, and Consultant does not anticipate that the proposed project <br /> would result in any impacts to agricultural or forestry resources. Consultant shall explain this <br /> clearly in the responses to the Initial Study Checklist questions regarding these resources. <br /> C. Air Quality. Consultant shall provide appropriately detailed discussion of the project's <br /> potential air quality impacts consistent with the current Bay Area Air Quality Management <br /> District (BAAQMD) CEQA Guidelines for Assessing the Air Quality Impacts of Projects and <br /> Plans (May 2011). <br /> The air quality impact analysis shall provide a description of the existing ambient air quality <br /> conditions of the air basin, present relevant regulatory requirements and thresholds, and <br /> discuss air emissions generated during project construction and operation. Air quality impacts <br /> from the project would primarily be limited to emissions from construction equipment and <br /> increased dust/particulate matter during construction; no air quality impacts are anticipated over <br /> the long term. The Initial Study would incorporate common Best Management Practices <br /> recommended by the BAAQMD to reduce construction particulate matter and equipment <br /> emissions. <br /> Based on Consultant's current knowledge of the project and Table 3-1 of the BAAQMD (May <br /> 2011) CEQA Air Quality Guidelines, Consultant does not anticipate t hat the project would result <br /> in significant air quality impacts from construction or operation. <br /> D. Biological Resources. An initial review of the California Department of Fish and <br /> Game's California Natural Diversity Database (CNDDB) indicates that no special-status species <br /> are likely to be present on the project site; although there is a high potential for San Francisco <br /> ATTY/AGR/2012.073/TRA ENVIRONMENTAL SCIENCES,INC <br /> REV:06-05-12 VR Page 15 of 26 <br />
