2.0 Project Description. The Project Description shall serve as the basis for all subsequent <br /> analysis of environmental impacts, and thus is an essential chapter in the environmental study. <br /> The project description will provide a thorough and comprehensive description of all aspects of <br /> the proposed project as it relates to environmental impacts, including: <br /> • Project Overview <br /> • Project Background and Objectives <br /> • Location and Surrounding Land Uses <br /> • Existing Site Conditions <br /> • Project Components and Features <br /> • Construction Schedule and Equi pment Required <br /> • Best Management Practices Incorporated into the Project <br /> • Permits and Approvals Required <br /> The text of the project description will be supported with site plans, maps, graphics and pictures <br /> as appropriate. <br /> 3.0 Environmental Setting, Impacts, and Mitigation Measures. Using the CEQA Initial Study <br /> Checklist, Consultant shall describe physical changes to the environment that would result from <br /> the construction and operation of the proposed project. The IS/MND will incorporate information <br /> from the City of Redwood City General Plan, zoning ordinance, and other published documents <br /> and maps. <br /> Consultant shall rely on the City of Redwood City's land use and environmental regulations as a <br /> basis for judging whether the project would have a potentially significant environmental impact <br /> (General Plan policies, noise ordinance, heritage tree ordinance, and traffic congestion <br /> measures, etc). Consultant shall also consult with City staff, public service providers, and other <br /> relevant public agencies. <br /> All Initial Study Checklist questions will be answered completely, as described below. <br /> Consultant shall obtain design and construction information, including electronic copies of the <br /> project plans. Consultant shall prepare a stand-alone biological study report, and provide a <br /> cultural resources study for the project, visual simulations of the project and a complete <br /> geotechnical investigation. Consultant shall rely upon these reports to prepare the IS/MND. <br /> Consultant's scope of work excludes any additional technical studies, such as a traffic analysis <br /> or hazardous materials report as the City does not anticipate significant issues regarding these <br /> environmental subject areas. <br /> A. Aesthetics. The project site is not visible from a state designated scenic highway (the <br /> closest such highway is I-280 located approximately 0.7 mile to the southwest), and is therefore <br /> not expected to damage scenic resources within a state scenic highway. The project is not <br /> visible from a publicly accessible scenic vista; however the project site is located in a hilly <br /> residential area with prominent views and will be visible from surrounding residences, as well as <br /> from areas more distant to the site. The project's impact to the local view shed and the existing <br /> visual character of the site will be carefully described and evaluated. If night security is <br /> proposed, the Initial Study will evaluate any light and glare impacts associated with the lights. <br /> The aesthetic impact of the proposed water tank is expected to generate substantial public <br /> comment. Accordingly, Consultant shall allocate an appropriate amount of staff time for this <br /> issue in order to provide a careful, thorough analysis and to develop appropriate mitigation <br /> measures. <br /> The aesthetic impact of the proposed water tank shall be thoroughly evaluated and with <br /> consideration of the project's location in a hilly setting, proximity to single-family homes. <br /> ATfY/AGR/2012.073/TRA ENVIRONMENTAL SCIENCES,INC <br /> REV:06-05-12 VR Page 14 of 26 <br />
