Consultant shall cross-reference the Air Quality analysis to quantify the projecYs short and long-term GHG emissions levels and compare these emissions to BAAQMD significance thresholds. If necessary, the City shall direct the Consultant to identify measures to reduce the project's GHG emissions. Based on ConsultanYs knowledge of the project and GHG emission rates, Consultant indicates that it does not anticipate the project will generate significant GHG emissions. H. Hazards and Hazardous Materials. No significant impacts related to hazards and hazardous materials are anticipated. Use of hazardous materials would be limited to ordinary fuels and fluids for construction equipment during the short term construction period. The project will not use, store, transport or dispose of hazardous materials over the long term. Scope of work excludes a spill prevention plan if needed during construction. The project site is not on the Cortese list, is not near a public airport or a private air strip, and would not interfere with an emergency response plan. The project is located in a hillside area and is heavily vegetated and may be at risk for wildfires; however, the project will also provide additional water for fire suppression. I. Hydrology/Water Quality. Consultant has already indicated that the proposed project may impact storm water runoff and site drainage during the short term construction period due to increased erosion and sedimentation from earthwork, or due to leaks or accidental spills of construction fuels or fluids. In addition, a drainage seep could be impacted during demolition of the existing water pump station. An erosion control plan and a spill prevention plan will be needed to prevent such impacts from occurring. If the project would disturb more than one acre of land, a Storm Water Pollution Prevention Plan (SWPPP) will be required. The SWPPP would contain Best Management Practices (BMPs) to protect water quality during and following construction. If the project adds and/or replaces more than 10,000 square feet of impervious surface it would be subject to the requirements of Provision C.3 of the San Mateo County Water Pollution Prevention Program's amended National Pollution Discharge Elimination System permit. Any of these requirements that will be incorporated into the project should be included in the project description so that the im pact analysis can take that into account. Once project construction is completed, there is little likelihood that the project would cause erosion or impact water quality. The project site is not within a FEMA 100-year Flood Hazard Area; thus, the project site is not subject to flooding. Likewise, the project site is not near the coast and is not at risk of inundation by tsunami or seiche. The project site is in a hi�ly area and could be subject to mudflows; however, as the project does not include any structures for human occupation and would comply with recommendations in the geotechnical report, this potential impact is expected to be less than si gnificant. The project site is not in a dam inundation zone; however, if the proposed water tank ruptured it would pose a hazard to surrounding residential properties. Given that this potential hazard would likely be a major concern to local residents, Consultant shall produce or provide a water storage tank safety hazard assessment. The assessment shall determine the probability of storage tank failure, the potential for flooding of downstream properties and if proposed facilities at the tank site (e.g., storm drains, catch basins, etc.) are adequate to handle a sudden release of water without causing damage to down-gradient properties. Based on digital elevation maps and site topography, the general direction that water would drain if a rupture were to occur will be determined and the depth and velocity of water flow will be calculated. If the results indicate a potential safety concern, mitigation measures will be proposed. The assessment shall be summarized in the Initial Study and attached as an appendix.
