J. Land Use and Pianning. Consultant shall describe surrounding land uses and will note <br /> the location of the project site in Redwood City, near the border with unincorporated San Mateo <br /> County and the City of Woodside. The Redwood City General Plan land use designation for the <br /> project site is Public Facility, and the zoning designation is RH-20 (Residential Hillside- 20). <br /> Consultant shall determine project consistency with land use and zoning designations and with <br /> relevant plans, policies and ordinances. The project would not physically divide an established <br /> community, and no Habitat Conservation Plan (HCP) or Natural Community Conservation Plan <br /> (NCCP)applies to the area. <br /> Because of the projecYs potential visual and public safety impacts (tank failure), the project may <br /> also have land use impacts if those impacts are inconsistent with General Plan policy. <br /> Consultant shall carefully review the land use analysis with respect to all relevant policies and <br /> ordinances to determ ine project compliance. <br /> K. Mineral Resources. The IS/MND shall briefly note why the project will not impact <br /> mineral resources. <br /> L. Noise Issues. The primary noise impact of the project would be construction. Once <br /> construction is complete the only constant noise source on the site will be the pump station. <br /> Consultant shall take ambient noise measurements from within the project site and from <br /> neighboring residences (sensitive receptors) in order to characterize the existing noise <br /> environment. The proposed project would cause a short-term increase in noise levels during <br /> construction. The impact analysis shall be based on Redwood City General Plan policies and <br /> the City's Noise Ordinance. Compliance with the City's Noise Ordinance and standard Best <br /> Management Practices (BMPs) such as installation of mufflers on construction equipment would <br /> minimize short-term noise increases during construction. The Initial Study shall also discuss <br /> noise generated from operational activities such as routine inspection and maintenance, and the <br /> pump station. Project operation is not expected to increase ambient noise levels. <br /> M. Population and Housing. The proposed water tank would meet an existing need to <br /> provide storage for operational, emergency storage and fire flow to the Emerald Hills area. The <br /> project would not cause population growth, or displace any people or housing. No potentially <br /> significant population and housing impacts are anticipated. Consultant shall fully explain in the <br /> Initial Study. <br /> N. Public Services. As the proposed project will not cause population growth and thus <br /> would not increase the demand for police or fire protection, schools, parks or other public <br /> services. Consultant shall present information regarding the need for the project to meet fire <br /> flow requirements in the Initial Study. Consultant acknowledges that the project may benefit fire <br /> protection services by providing an additional water supply in Emerald Hills and by improving <br /> the pressure in the California Pressure Zone in order to meet fire fighting requirements. No <br /> adverse impacts to public services are anticipated. <br /> O. Recreation Resources. The proposed project would not increase the use of existing <br /> recreational facilities and would not include recreational facilities. Local residents have created a <br /> path through the site and it appears that they use the undeveloped portions of the site for <br /> various recreational pursuits. These recreational uses of the site would be permitted to continue <br /> after project completion. The Initial Study will describe this use of the site.
