P. Transportation/Traffic. Consultant shall describe existing roads, public transit, bicycle <br /> and pedestrian facilities in the project area and will answer the CEQA checklist questions <br /> regarding transportation and traffic. The proposed project would increase traffic on local roads in <br /> the project area during constructi on due to construction vehicles and workers accessing the site. <br /> Lane closures would likely be required to install the new water pipeline in Jefferson Avenue. A <br /> traffic management plan will be needed to prevent hazards and minimize delays on local <br /> roadways during project construction. No long term increase in traffic would result from the <br /> project after construction. In addition, the project would not result in a change in air traffic <br /> patterns, increase hazards due to a design feature, result in inadequate emergency access, or <br /> conflict with policies regarding alternative forms of transportation (public transit, bicycle or <br /> pedestrian facilities). <br /> Q. Utilities and Service Systems. Consultant shall describe existing utilities and service <br /> systems that serve the project site and will answer the CEQA checklist questions regarding <br /> utilities and service systems. The Initial Study shall describe how the proposed project will <br /> become a part of the water supply and distribution system. The proposed project would not <br /> increase the demand for potable water, generate wastewater, increase storm water run-off, or <br /> generate solid waste. Potential impacts from water use to fill and re-fill the tank will be <br /> addressed in the Initial Study. No potentially significant impacts to utilities and service systems <br /> are anticipated. <br /> R. Mandatory Findings of Significance. Responses to these questions shall be based on <br /> the impact discussions of the Initial Study and whether the project has any potentially significant <br /> impacts. The discussion shall reference incorporated and recommended mitigation measures as <br /> appropriate. <br /> 4.0 Report Preparation. This section shall identify staff and consultants responsible for <br /> preparation of the IS/MND. <br /> 5.0 References. The document shall include a list of references used and persons <br /> consulted during preparation of the Initial Study. <br /> Appendices. The Initial Study will include technical appendices associated with the analysis. <br /> Examples include, but are not limited to, the biological survey report, the cultural resources <br /> report, the geotechnical report, and the tank failure analysis. <br /> In order to minimize printing costs, Consultant shall provide the Administrative Draft IS/MND to <br /> the City for review in electronic form only. Should the City wish to have hard copies of the <br /> document, Consultant shall add the printing costs to our scope. <br /> Consultant shall allow three weeks for the City to review the Administrative Draft IS/MND and to <br /> provide the comments. <br /> Task 2.2: Prepare Public Review IS/MND and CEQA Notices <br /> Consultant shall address comments on the administrative draft and then produce the IS/MND <br /> for circulation to the public. Consultant shall prepare 20 copies of the IS/MND; and 15 cds which <br /> the City can send to the State Clearinghouse.
