Consultant shall prepare the Notice of Intent (NOI) to Adopt the IS/MND according to CEQA <br /> Guidelines Section 15072, which is similar to a press release and used to fulfill the public <br /> noticing requirements of Section 15072. <br /> Consultant shall also prepare the Notice of Completion (NOC), which is the form that is sent to <br /> the State Clearinghouse along with the 15 copies (cds) of the IS/MND. The official start of the <br /> 30-day public review process occurs when the NOC is received and recorded by the State <br /> Clearinghouse. Consultant may or may not send the document to the State Clearinghouse; <br /> however should the City wish Consultant to prepare and mail the package, Consultant shall do <br /> so at additional cost. <br /> Task 2.3: Prepare Mitigation, Monitoring and Reporting Plan (MMRP) <br /> CEQA Guidelines Section 15097 requires a Lead Agency to prepare and implement an MMRP <br /> for all mitigation measures adopted as part of an EIR or mitigated negative declaration to ensure <br /> the mitigation measures are implemented as intended by the CEQA document. Assuming <br /> mitigation measures are recommended in the Initial Study, Consultant shall prepare an MMRP <br /> that includes all of the mitigation measures recommended in the IS/MND. The MMRP shall be in <br /> a table format that will allow the City of Redwood City to easily monitor and document the <br /> implementation of mitigation measures. For each measure the responsibility for ensuring proper <br /> implementation will be identified, along with the timing and method of verification. <br /> Task 2.4: Respond to Public Comments <br /> After the close of the public review period, Consultant shall review all comments, both oral, as <br /> received during a public meeting scheduled during the Public Review Period and written, as <br /> received during the 30-day Public Review period. Consultant shall prepare a Response to <br /> Comments letter, listing all those who commented, their exact comments, and responses to <br /> those comments. This letter will also contain text changes, if applicable. The letter can then be <br /> put on the City's letterhead and can be available at the City Council meeting scheduled to <br /> approve the project and adopt the IS/M ND. <br /> Taking into consideration the community's response to the project and the volume of comments <br /> that may be received; Consultant has allocated a total of 40 hours for preparing a response to <br /> comments letter. This effort shall include numbering each letter, labeling each comment, <br /> providing a written response to each comment, and making any text changes that are <br /> appropriate. Should a lesser effort be necessary, Consultant shall only bill for the time actually <br /> spent on this task. <br /> Should the comments raise new technical issues or require additional analysis not contemplated <br /> in the 40 hours, Consultant shall work with the City to determine a course of action and whether <br /> an Amendment to this Agreement is necessary. <br /> Task 2.5: Meetings and Hearings <br /> In addition to the project kick-off ineeting included in Task 1, Consultant shall attend a second, <br /> in progress meeting (or conference call) with City staff during preparation of the administrative <br /> draft IS/MND, a public meeting during the 30-day public review period and the adopting hearing <br /> at the end of the CEQA process for a total of 4 meetings/hearings specific to the CEQA process. <br /> The meetings include preparation and travel time, but do not include preparation of any <br /> presentation materials at the public meetings.
