of the tank on the site and at this point, is the suggested size of the reduced project to <br /> analyze. <br /> 4. Partially Covered Tank Alternative: To reduce the appearance of the tank's mass on the <br /> site, soil would be placed around the base of the tank to make it appear shorter. The soil <br /> mound would be vegetated. The discussion of this alternative would include information <br /> on the amount of soil required to achieve a noticeable reduction in the mass of the tank, <br /> spatial consConsultantints of the site for the soil mound, the effectiveness of the soil <br /> mound to hide the mass of the water tank, and maintenance requirements of the mound. <br /> 5. Partially Underground Tank Alternative (sunk underground in a hole): A partially <br /> underground tank would be considered as a means of reducing the overall mass of the <br /> tank above ground. The EIR would consider this alternative in concept and for purposes <br /> of discussion would analyze burying the tank 10 feet deep and reducing its height to 14 <br /> feet above ground (from 28 feet analyzed in the IS/MND). <br /> The discussion of each alternative would include design and operation considerations, <br /> construction requirements (length of construction, cut/fill, soil export/import), geotechnical and <br /> slope stability constraints and considerations, area of disturbance of the slope above the tank, <br /> loss of vegetation, excavation in bedrock, changes in pumping requirements from that of the <br /> proposed project, construction truck haul, air quality and GHG emissions from project <br /> construction and operation, how that alternative meets project objectives and how it reduces the <br /> visual impact of the project. The discussion will present the projecYs service and engineering <br /> performance goals and describe how each alternative compares to the proposed project. The <br /> analysis will identify the environmentally preferred alternative taking into consideration short- <br /> term construction and long-term operational impacts associated with implementing the <br /> alternative. <br /> The EIR will have an appendix that will contain information on the general costs of construction, <br /> maintenance and operational requirements of each of the project alternatives that will be <br /> provided by the project design team. <br /> CONSULTANT will utilize its sub-consultants in preparing information on each of the <br /> project alternatives. The tasks of each of the sub-consultants are listed below: <br /> IEC: IEC will provide engineering and design support for the alternatives analysis. Their <br /> tasks will include, but may not be limited to: <br /> 1. Conceptual drawings for all the alternatives. IEC will compile the previously completed <br /> conceptual drawings for the project alternatives and configure them for inclusion in the <br /> EIR. <br /> 2. Prepare Supplemental Conceptual Drawings. IEC will develop cross sections for the <br /> proposed project as well as for all the project alternatives. <br /> 3.
