6.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 9, 2012 <br /> SUBJECT <br /> Reject all Bids —2011-2012 Slurry Seal Project <br /> RECOMMENDATION <br /> Reject all bids and authorize staff to readvertise the project for public bidding. <br /> BACKGROUND <br /> The 2011-2012 Slurry Seal Project is part of the city's Roadway Management System <br /> (RMS) Program, which performs on-going pavement repair and replacement. The <br /> purpose of this project is to resurface portions of Farmhill Boulevard, Jefferson Avenue, <br /> Emerald Hill Road, Redwood Avenue, Carson Street, Truman Avenue, Fairview <br /> Avenue, McGarvey Avenue, Maple Street, Roosevelt Avenue, Virginia Avenue, Vera <br /> Avenue, Teredo Drive, Bridge Parkway, Cringle Drive, Barkentine Lane, Spar Drive, <br /> Tiller Lane, Fathom Court, Becket Drive, and Public Works Corporation Parking Lot <br /> (1400 Broadway). Please see attached project location maps. <br /> Slurry seal projects fill pavement cracks followed by a slurry seal resurfacing of the <br /> designated roadways. Slurry sealing is a cost-effective preventive maintenance <br /> measure that provides a new wearing surface, seals and protects the underlying <br /> pavement from weather damage, and extends the useful life of the pavement. Although <br /> it is not anticipated at this time, if any slurry seal project includes a street redesign, the <br /> redesign will be brought before the City Council for discussion and direction before any <br /> work is performed. <br /> ANALYSIS <br /> Both the apparent low bid and second lowest bid were materially affected because both <br /> American Asphalt and Valley Slurry Seal misstated the per unit price. Additionally, staff <br /> concludes that the bid received from Graham Contractors, Inc. is unreasonably high. <br /> Under Chapter 2, Article VII (Purchasing), Section 2.68.0 of the Redwood City <br /> Municipal Code, the City Council has the power to reject any and all bids and solicit or <br /> advertise again. Therefore, staff recommends that City Council reject all bids, and <br /> authorize staff to re-advertise the project for public bidding. <br />
