6.3.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 25, 2012 <br /> SUBJECT <br /> Resolution Amending the Salary Range for the Classification of Deputy City Attorney <br /> RECOMMENDATION <br /> Approve by resolution changes to the salary range for the classification of Deputy City <br /> Attorney. <br /> BACKGROUND <br /> On February 27, 2012 Council approved adjustments to the Executive Management <br /> Group salary ranges based on a market survey conducted by Human Resources staff. <br /> Upon further review, staff determined that the salary range listed for Deputy City <br /> Attorney was incorrect and inconsistent with the method used when the classification <br /> was originally established. <br /> The Deputy City Attorney classification and salary range was approved by Council in <br /> February, 2011. The classification was designated as at-will status, and included in the <br /> executive management group due to the confidential nature of the work performed. <br /> Because this classification was created as neither a Department Head nor a Division <br /> Head, in February 2011 staff correctly used the salary setting method used for non- <br /> executive management and confidential employees as set forth by the Memorandum of <br /> Understanding between the City and the Redwood City Management Employees <br /> Association (RCMEA). Using this method, the top of the salary range is established as <br /> the median top salary for equivalent positions in comparable cities. This differs from the <br /> salary survey method approved by Council for Department Heads and Division Heads, <br /> where the top of the range is established as that of the highest comparable City, and the <br /> bottom of the range is established as that of the lowest comparable City. However, in <br /> February 2012, when the adjustments were approved, the Division/Department Head <br /> Methodology was erroneously utilized to calculate the adjusted salary range. This <br /> resulted in a salary range of $9,676 - $10,374, a substantially higher range than <br /> previously established, and above the incumbent's current salary. The current <br /> incumbent was not eligible for an increase in February 2012, therefore no changes were <br /> made to the incumbent's salary. The recommended adjustment is to correct the range <br />
