7.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 9, 2012 <br /> SUBJECT <br /> Approve the Job Classification for the position of Police Lieutenant and amend the <br /> Salary and Wage plan accordingly <br /> RECOMMENDATION <br /> By resolution, approve the establishment of the Police Lieutenant classification and <br /> amend the Salary and Wage Plan to add the Police Lieutenant classification. <br /> BACKGROUND <br /> In an effort to continue to provide critical public safety services in the most effective and <br /> efficient manner, the Police Department has analyzed its current operations to identify <br /> current and future trends related core service areas, and develop effective service <br /> delivery strategies in response to current and anticipated community needs. Trends in <br /> recent years include increased regional efforts such as disaster preparedness and gang <br /> suppression, as well as the impact of changing technology and the advancement of <br /> technological solutions to crime prevention and suppression. As a result, the <br /> Department has identified the need to change its organizational structure in order to <br /> align with current needs and prepare for future challenges. <br /> Currently, the Police Department operates with a command structure of 72 Police <br /> Officers, 14 Police Sergeants, 3 captains and one Police Chief. This structure differs <br /> from most agencies of similar size in that there is no Police Lieutenant classification, <br /> which typically serves as a managerial level between Police Captain and Police <br /> Sergeant. As a result, Police Sergeants in Redwood City have assumed more complex <br /> and managerial responsibilities for the department that are typically handled by Police <br /> Lieutenants in other agencies. Historically, adjustments were made to the Police <br /> Sergeants salary survey to account for the fact that the Police Department does not <br /> have a Police Lieutenant level, and Police Sergeants have assumed Lieutenant-level <br /> responsibilities. <br /> Over time, and considering the changing needs of the department, the Department has <br /> seen an increasing need to increase capacity for analysis and decision-making at the <br /> managerial level while effectively maintaining support for field operations. If approved, <br /> the Police Lieutenant classification would assume complex and strategic management <br /> functions while allowing Sergeants to be fully allocated to the supervision of field <br /> operations. The planned new structure would include 4 Lieutenants, and reduce the <br /> number of Sergeants from 14 to 12. <br />
