7.A. - Page 2 <br /> ANALYSIS <br /> The Police Department has worked with the Department of Human Resources to <br /> develop a proposed timeframe and implementation plan. The City is in the final stages <br /> of negotiations with respective bargaining units on other terms that are a result of the <br /> reorganization. Human Resources staff conducted a salary survey for the position of <br /> Police Lieutenant, and the recommended salary is $14,609 per month. A second tier <br /> salary range for future incumbents that are not currently Police Sergeants may be <br /> negotiated and implemented at a later date. While other terms of the reorganization are <br /> being finalized, the Department desires to establish the Police Lieutenant classification <br /> now in order to begin the recruitment process to facilitate the transition to the new <br /> structure. <br /> ALTERNATIVES <br /> 1. The Council could take no action and advise staff to continue use of existing job <br /> descriptions. <br /> 2. The Council could advise staff to conduct further research and recommend <br /> alternative classification and/or salary changes. <br /> FISCAL IMPACT <br /> The creation of the Police Lieutenant position is part of a larger reorganization, with <br /> additional anticipated changes to salary and benefit plans. The total fiscal impact of the <br /> reorganization will be calculated once other salary and benefit changes are determined. <br /> The range of ongoing costs may be as low $78,000 per year and as high as $195,000, <br /> but those costs would be offset by savings in retirement costs in future years.
