Adopt a resolution supporting the project, authorizing the filing of an application <br /> for program funds available under the San Mateo County Measure A — Highway <br /> Program, and the assurance to complete the project. <br /> 2. By motion, authorize the City Manager to execute related grant documents and <br /> accept funds if awarded. <br /> BACKGROUND <br /> On May 24, 2012 the San Mateo County Transportation Authority (TA) issued a call for <br /> projects for the San Mateo County Measure A Highway Program. The Highway <br /> Program funds projects that remove bottlenecks in the most congested commute <br /> corridors and reduce congestion and improve throughput along critical congested <br /> commute corridors. Based on the Short Range Highway Plan adopted in October 2011, <br /> funds from both the 1988 and 2004 Measure A Highway Programs will be programmed <br /> through this single call for projects. Calls for projects are expected every two years and <br /> funded projects are to be completed within three years. The TA will not commit funding <br /> for future phases of major projects beyond this time. <br /> ANALYSIS <br /> Measure A's Highway Program is one of the best funding opportunities in the near term <br /> for the US 101 — Woodside Road (State Route 84) Interchange Project. The project is <br /> listed as an eligible project in both the new and old Measure A expenditure programs. A <br /> total of $104 million is available through three funding tracks: 1988 Measure A, 2004 <br /> Measure A Key Congested Areas, and 2004 Measure Supplemental Roadways. Given <br /> the amount of available funding and Redwood City's interest in advancing the project as <br /> quickly as possible, our request is for the environmental and design phases of the <br /> project. <br /> In October 2011, the San Mateo County Transportation Authority released the US <br /> Route 101 / SR 84 (Woodside Rd) Interchange Alternative Analysis Study (AA Study). <br /> The Alternatives Analysis completed a conceptual analysis of the key issues and <br /> constraints associated with improving the interchange and developed 15% design <br /> drawings for five alternatives.
