Among the design features explored to address this deficiency was severing the connection between Veterans Boulevard and Woodside Road. Staff inet with the community to solicit input on the project and the alternatives. Through our outreach we have not identified opposition to the project and have reaffirmed a community-wide commitment to improving the safety and operation of the interchange. The alternatives analysis showed that all the designs improve operations and safety over the existing conditions now and in the future (2035). In addition to the project's ability to reduce congestion over the long term, staff will bolster the application with letters of support from key stakeholders that again demonstrate the project's broad level of community support. The schedule of next steps for the funding call is: • Applications due June 29, 2012 • Governing board resolutions due July 27, 2012 • Evaluation July—August, 2012 • TA CAC approval September 4, 2012 • TA Board approval September 6, 2012 Staff recommends a grant request of $8,910,000 to provide funding for 90% of the anticipated cost for each of these project phases. Grant funds are anticipated to be available to the City in October 2012, at which time staff will work with the TA to select an environmental consultant to begin the required analysis. The environmental review will comply with both state and federal regulations. Consequently, document preparation and public review is expected to take at least 18 months. Subsequent to completion of the environmental process, staff and the TA will engage an engineering design firm to begin that process for review by Caltrans and ultimately bidding for the construction project. With completed engineering plans and specifications, the City can then compete for right-of-way and construction funds in a future Measure A funding cycle. ALTERNATIVES City Council may choose to not adopt a resolution supporting the US 101 —Woodside Road (State Route 84) Interchange Project and a grant application for the Measure A Highway Program. FISCAL IMPACT The cost for the environmental and design phases of the US 101 — Woodside Road (State Route 84) Interchange Project is $9,900,000, of which 90% is anticipated to be provided by the Measure A Highway Program funding. The remaining funding ($990,000) will be provided by the Traffic Impact Mitigation Fees Fund, which has a balance of approximately $6,352,000. No General Fund resources are anticipated to be used to fund this project.
