8.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 9, 2012 <br /> SUBJECT <br /> Final Environmental Impact Report (EIR), Planned Development Permit and Vesting <br /> Tentative Map for the Finger Avenue Nine Lot Residential Project <br /> RECOMMENDATION <br /> The Planning Commission recommends that the City Council: <br /> 1. Adopt a Resolution certifying the Final Environmental Impact Report for the <br /> Finger Avenue Nine Lot Planned Development Project, adopt CEQA Findings, and <br /> adopt Mitigation Monitoring and Reporting Plan, all in accordance with the requirements <br /> of the California Environmental Quality Act. (Attachment 1) <br /> 2. Adopt a Resolution approving the Planned Development Permit PD2008-06 for <br /> the EIR's `Project Alternative with 25 Foot Creek Setback' (as described in the Draft EIR <br /> pages 161-163), based on the findings set forth in the Resolution and subject to the <br /> Conditions of Approval listed therein. (Attachment 2) <br /> 3. Adopt a Resolution approving the Vesting Tentative Map TM2008-08 based on <br /> the EIR's `Project Alternative with 25 Foot Creek Setback' (as described in the Draft EIR <br /> pages 161-163), based on the findings set forth in the Resolution and subject to the <br /> Conditions of Approval listed therein. (Attachment 3) <br /> BACKGROUND <br /> McGowan Development has applied for a Planned Development Permit and Vesting <br /> Tentative Map to develop a nine-lot single-family subdivision on 1.69-acres of land <br /> located at 50, 80, and 88 Finger Avenue in Redwood City (Project). The applicant's <br /> original formal Project application was submitted in July of 2006. <br /> In July 2011, the City completed the Finger Avenue Nine-Lot Planned Development <br /> Project Draft Focused Environmental Impact Report and in July 2012, it completed the <br /> Final Environmental Impact Report (EIR) pursuant to all relevant sections of the <br /> California Environmental Quality Act (CEQA). <br /> A complete project description and full chronologies of the City's procedures in <br /> processing the EIR and requested planning approvals are provided in the June 19, 2012 <br /> Planning Commission staff report (Attachment 4). The chronologies outline the steps <br /> taken by City staff to support an informed public process and to comply with the terms <br />
