6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 9, 2012 <br /> SUBJECT <br /> Award of Contract — 2011-2012 Spot Repair and Overlay Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract <br /> 00520 for the 2011-2012 Spot Repair and Overlay Project to O'Grady Paving Inc. of <br /> Mountain View, for the responsive and responsible low bid of $867,564.00 and <br /> authorize City Manager to increase the contract amount, if necessary, up to 10% of the <br /> amount awarded. <br /> BACKGROUND <br /> Pavement requires repairs for a variety of reasons including general aging, the <br /> damaging effects of traffic loads, weather, intrusive tree roots and water. The 2011- <br /> 2012 Spot Repair and Overlay Project is part of the city's Roadway Management <br /> Program designed to address on-going pavement repair and replacement. The <br /> Roadway Management Program inventories, assesses, and tracks maintenance of the <br /> city's roadways. Roadways are selected for resurfacing based on staff's assessment of <br /> overall condition and projects are coordinated to make the most efficient use of <br /> resources. <br /> Typically, all spot repairs are performed and selected roadways overlaid with asphalt <br /> concrete as part of the work of the same contract. Roadway surfaces that do not <br /> receive an overlay, are later slurry sealed or cape sealed under a separate contract. <br /> The work is scheduled in this manner because the application of asphalt concrete, <br /> slurry seal, and cape seal are three separate trade specialties. Consequently the city <br /> contracts with separate contractors for asphalt concrete, slurry seal, and cape seal <br /> resurfacing to achieve economy of scale and reduce subcontractor markup. This <br /> results in more cost effective projects. <br /> ANALYSIS <br /> This specific project will repair failed asphalt sections on the streets noted below, <br /> overlay Main Street and Kentfield Avenue with asphalt concrete, and make the <br /> temporary speed table on Vera a permanent traffic calming feature. <br /> Repairs to streets are being made prior to resurfacing those streets as part of <br /> upcoming slurry seal and cape seal projects. Truman Avenue, Fairview Avenue, <br /> McGarvey, Farm Hill Blvd, Redwood Avenue, Bridge Parkway, Teredo Drive, and Vera <br /> Avenue will be slurry sealed later this year or next as part of another contract.
