Bortolotto & Company, Inc. $939,939.39 <br /> Interstate Grading and Paving, Inc. $988,988.00 <br /> Engineer's Estimate $860,000.00 <br /> Recommended Bidder: O'Grady Paving Inc. <br /> Substantiation: O'Grady Paving Inc. is the lowest responsive and <br /> responsible bidder. <br /> The bid of $867,564 from O'Grady Paving, Inc. is 0.88% higher than the engineer's <br /> estimate of $860,000. Based upon the bids received, staff believes that the low bid of <br /> $867,564 is reasonable and recommends awarding the contract to O'Grady Paving, Inc. <br /> Construction will begin in July and conclude in September. Notification of the work <br /> proposed was mailed to area residents, property owners and business owners as well <br /> as addressed at a community meeting held on May 29, 2012. Residents and <br /> businesses will receive additional notice 14 days in advance of the start of work in their <br /> immediate area. Project updates will also be available on the City's website. <br /> Staff recommends replacing the temporary speed tables with permanent devices as part <br /> of the work of this roadway project. Roosevelt Elementary School administration and <br /> representatives of the Second Baptist Church requested traffic calming assistance in <br /> late 2010. Staff's analysis, which is performed subsequent to traffic control/calming <br /> requests, found that vehicular traffic in the area often exceeded the posted speed limit <br /> of 25 mph. Petitions circulated in the neighborhood demonstrated strong support for a <br /> traffic calming device. Additionally, in May of 2011, the school hosted a community <br /> meeting to discuss the proposed installation of traffic calming devices. That meeting <br /> was well attended by school administrators, parents, area residents and church <br /> members and was overwhelmingly supportive of a trial installation. Based on findings <br /> and the demonstrated level of support, staff installed a temporary speed table on Vera <br /> in the summer of 2011. To date, staff has received only positive comments and school <br /> administrators are satisfied with the results. Staff has documented a significant <br /> reduction in motorist's speed when travelling through the school zone since installing <br />
