8.A. - Page 53
ATTACHMENT2
(e) The residences would be individually designed with architecturally
varied, traditional (Mediterranean, Tudor, Spanish, English country,
Victorian country, Craftsman & Vernacular influenced) styles that are
intended to compliment the neighborhood's individually designed
homes and eclectic character, using high quality building
materials/detailing (i.e. stone, brick, stucco and shingle wood siding;
custom doors/window; tile roofing, brackets, shutters, wainscoting,
dormers, porches and other architectural detailing) and landscaping
concepts. Each parcel would contain at least 900 and up to 1,900
square feet of private open space. Lots 1-4 will contain a natural, open
space water feature, Cordilleras Creek that will contain new riparian
vegetation to improve and restore the creek's natural character. In
addition, the Project will retain 34 of the 44 existing on-site trees,
provide riparian landscaping along Cordilleras Creek to improve and
restore its natural character, and will provide 52 new on-site trees as
well as new street trees and planter strips to match the existing Finger
Avenue streetscape. In addition, the Project will incorporate
landscaping and fencing between the Project site and adjacent,
neighboring properties, including the adjacent historic Finger
Farmhouse. An on-site storm drainage system would also be installed
in order to filter and treat storm drainage that would be conveyed at
discharge rates and duration to match pre-project rates. The storm
water system would convey water to Finger Avenue, which feeds into
the City's storm drain system at EI Camino Real.
Section 3. Planned Development Modifications (Section 46.7 (A)): The
Planning Commission finds that:
(a) Consistent with Zoning Ordinance Article 46 (Planned Development) the
City may permit any of the following requirements to be different from
those which would otherwise apply in the applicable zoning district if it is
determined that the proposed development will provide an environment of
physical and functional desirability, in harmony with the character of the
surrounding neighborhood or district:
1. Maximum heights for structures;
2. Maximum lot coverage;
3. Minimum building site sizes (a density increase is not permitted);
4. Minimum front, side, and rear yard setback requirements;
5. Minimum number of parking spaces required and parking space
design
ATTY/RES0.2263/APPROVING A PLANNED DEVELOPMENT PERMIT(FINGER AVE)
REV:07-02-12 VR
Page 4 of 19
