8.A. - Page 257 <br /> Simulated views of the McGowan Development project-existing and <br /> praposed conditians <br /> With release of the DEIR, it became apparent ta us that the City would not produce <br /> any visual simulations for the EIR that could be used to assess potential aesthetic <br /> impaets and for evaluating the project's consistency with neig�borhooc� context and <br /> building form and sca�e. Even though David Powers and Assoc. offered to evaluate <br /> such simulations as part of its aesthetic impact analysis for the DE1R,such <br /> sirnulatians were not created. Therefore we, (Finger Avenue Pride Cammittee} <br /> decided to proauce them ourselves,by building a digital3D model af the pro�ect site <br /> and surroundings. This approach allows for the generation oF any number of views <br /> that can be used to assess questions of mass and scale and other aesthetic issues. <br /> Model Construction <br /> We cantracted the architectural firm of Garavaglia and Associates (San Francisco) to <br /> construct a 3D digital model of the existing project site,and of the proposed project. <br /> Existing building form and dimensions were provided to Garavaglia by us,and <br /> consisted af photographs,builc�ing plans,and site measurements. In addition,the <br /> footprints flf existing structures on the praject site are also available on the <br /> developer's Vesting Tentative Map,and that information was used for the basic site <br /> Iayout and building footprints. In adc�itian to buildings an the praject site, <br /> Garavaglia aiso modeled the adjacent homes at 40, 54,and 90 Finger Avenue. <br /> Following the completian of Garavaglia's work,we created models of all of the <br /> homes an the south side of Finger Ave.between E� Camino and Hyde Sti.,using site <br /> �ayflut and building footprints provided by Redwaod City's GIS sflhware {which <br /> contains a building footprint layer),with elevation information derived from Goagle <br /> Earth and site photographs.AlI of these#auilding models reflect the overail size, <br /> height and general rr�assing of the existing homes on and adjacent to the site,but da <br /> nat contain detailed architect�ral elements, <br /> For the proposed project,the new homes were madeled based on the current <br /> Vesting Tentative Map,anr�elevations fnr those homes provided to the City by the <br /> developer.The elevations,however,pr�date some minor adjustments tn the <br /> footprints of the homes,such that the etevatzons are no longer valid. In those cases <br /> [lats 2,3,4 and 5),bui�dings were designed to the original footprint and elevatians <br /> and then"cropped"or otherwise altered ta match the new foatprint dimensians. <br /> Garavaglia constructEd all af the propased buiidings (plus 40,54,and 9Q Finger <br /> Ave.] and campleted the site layout,providing to us two models -one for the <br /> existing site and one for the prnposed project.The mndels were constructed using <br /> Google Sketchup software,which also provides the ability to "f�y through"the madel <br /> and export views from within it. Following Comp�etion of this wark,FAPC created a <br /> digita�terrain model for the project site-based on the topographifi da#a provided <br /> an the Vesting Ten�ative Map,as a means to show the creek and other related <br /> topograph2c features. Streetscape details were added to the madel by FAPC and <br /> arcurately reflect the location,dimensions,and genera�configurations of both <br />
