6.1.G. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er July 9, 2012 SUBJECT Award of Contract — 2011-2012 Sanitary Sewer Replacement Project RECOMMENDATION Approve, by motion, the contract documents and award the standard form contract for the 2011-2012 Sanitary Sewer Replacement Project to Ranger Pipelines, Inc. of San Francisco, California for their responsive and responsible low bid of $885,660.00 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded, not to exceed $974,226.00. BACKGROUND The city systematically replaces sections of aging sewer and water infrastructure to ensure the continued reliability of the system. Each year, staff identifies pipelines that required excessive maintenance or experienced repeated service disruptions and targets those pipelines for improvement. To prioritize pipe improvements, staff relies on another program that takes videotapes of the sewer lines annually. ANALYSIS CCTV inspection of Sanitary Sewer Basin No. 5E was completed in 2010. Staff's review of the inspection videos revealed numerous pipeline defects in this sewer basin. A number of construction options for repair/replacement, including traditional open trench and trenchless pipebursting techniques, have been evaluated by staff to determine the most cost-effective method of mitigation. A project combining both traditional and trenchless construction techniques minimizes disruption to residents and results in a cost-effective project. The proposed sanitary sewer replacement project will improve the condition of, and minimize infiltration and inflow into, the sewer collection system. This project will replace approximately 4,590 lineal feet of 6-inch and 8-inch vitrified clay pipe (VCP) sewer main with new 6-inch and 8-inch polyvinyl chloride pipe (PVC) and high density polyethylene (HDPE) pipe, 46 sanitary sewer manholes and 113 sanitary sewer laterals. Six (6) bids were received at the bid opening on June 27, 2012 and are summarized below.
