The low bid of $885,660.00 submitted by Ranger Pipelines, Inc. is approximately 15.9% lower than the engineer's estimate of $1,052,910.00. Ranger Pipelines, Inc. has successfully completed similar projects in the past and is a qualified contractor. Based on the bids received staff believes that the low bid is reasonable and recommends awarding the contract to Ranger Pipelines, Inc. Construction is expected to begin in August, 2012 and conclude by the end of the calendar year. The city will give notice to all residents and businesses that might be affected by the construction. Additionally, the contractor is obligated to provide notice to area residents and businesses two weeks prior to the start of work on each street and/or two days prior to any interruption of sanitary sewer service. Signage that contains project information will be posted at the construction sites and construction updates will be available on the city's website. ALTERNATIVES Council may choose not to award the contract and direct staff to redesign and/or rebid the project. Continued deterioration of the sewer in the project area will increase replacement costs and may interrupt service, damage roadways and/or private property. FISCAL IMPACT Funds for the general work of this project were approved and appropriated in the Fiscal Year 2011/12 and 2012/2013 budget as Sewer Fund Capital Projects -- Collection System Replacement Program with current available balance of $521.179.37. Additional $1,300,000 has been appropriated into the budget in Fiscal Year 2012/2013. Balances are preliminary and as of June 27, 2012. ENVIRONMENTAL REVIEW As the lead agency, City of Redwood City has determined that the 2011-2012 Sanitary Sewer Replacement Project meets the California Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15301 (Existing Facilities) and Section 15302 (Replacement or Reconstruction) of the CEQA Regulations. Furthermore, this project has been designed compliant with the city's Engineering Standards and accepted practices.
