6.1.H. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 9, 2012 <br /> SUBJECT <br /> Amendment Number Two to the Agreement providing Information Technology Support <br /> to the City of East Palo Alto <br /> RECOMMENDATION <br /> Approve, by motion, amendment number two to provide information technology (IT) <br /> support services to the City of East Palo Alto and authorize the City Manager to sign the <br /> agreement under which the City of Redwood City will provide additional IT services to <br /> the City of East Palo Alto between February 12, 2012 and June 30, 2013. <br /> BACKGROUND <br /> On August 16, 2007, the cities of Redwood City and East Palo Alto entered into an <br /> agreement for Redwood City to provide information technology support services to the <br /> City of East Palo Alto. The agreement became effective on September 1, 2007, for a <br /> term through June 30, 2008. <br /> On June 23, 2008, the Parties executed a three-year information technology support <br /> agreement that became effective on July 1, 2008, for a term through June 30, 2011. <br /> On June 30, 2011, the Parties executed amendment number one to the agreement <br /> dated June 23, 2008 extending the terms of the agreement an additional three years <br /> effective on July 1, 2011, for a term through June 30, 2014. <br /> One of the services Redwood City provided to the City of East Palo Alto was software <br /> development services on a rent stabilization application for East Palo Alto's rent <br /> stabilization program. The original scope of the project was considered minimal enough <br /> such that both parties believed the work provided would not impact the value of the <br /> agreement and that Redwood City could write the software using some of the hours <br /> East Palo Alto purchased as part of the regular agreement. <br /> However, as the project went along, it became clear the original scope of the project <br /> would not meet the needs of East Palo Alto's Rent Stabilization and Just Cause for <br /> Eviction Ordinance of 2010. The scope of the project was redefined to meet the <br /> additional needs of the rent stabilization program. While the additional scope was being <br /> developed, Redwood City continued working with the rent stabilization team from East <br /> Palo Alto on completing the scope already defined. <br />
