--A , a e <br />BENEFIT FROM THE COUNCIL - MANAGER <br />LEADERSHIP TEAM WORKSHOP <br />Does your leadership team function as well as you <br />would like it to? Do you sometimes wish you under- <br />stood your council colleagues better, and they under- <br />stood you? Would you like to sharpen your negotiat- <br />ing skills to help you accomplish your goals? <br />If so, the League's Council- Manager Leadership <br />Team Workshop may be just what you are looking for <br />Now in its 21 st year, this unique, intensive, and <br />insightful program is a practical and enjoyable way to <br />improve your abilities — as an individual and as a <br />group —to harness the resources of your team of <br />leaders and accomplish the job you want to do for <br />your citizens. <br />Two workshops are now scheduled, the first for <br />January 28 -30 at Lake Arrowhead, and the second <br />May 19 -21 at North Lake Tahoe. Announcements with <br />details were sent to all mayors, council members and <br />city managers. You can also find an announcement <br />on -line at www.cacities.om /ed. <br />Space is limited, so don't delay in signing up your <br />group. At least three from your team must attend - two <br />elected officials and the manager - but full attendance <br />is far more beneficial, as previous teams <br />have attested by their returning with those who missed <br />out the first time. <br />CALIFORNIA PUBLIC UTILITIES <br />COMMISSION SOLICITS COMMENTS ON <br />ENERGY EFFICIENCY PROGRAMS <br />The California Public Utilities Commission, (CPUC) <br />is soliciting comments and conducting a workshop in <br />order to learn from utilities, program providers, con- <br />sumers, local governments, manufacturers and others <br />how the CPUC may make the most out of its energy <br />efficiency resource funds and programs in the coming <br />years. Information about the proceeding may be <br />found on the CPUC's website at: www.couc.ca.cov/ <br />published /rulinas /31122.htm. <br />The next in the workshop series is scheduled for <br />December 15. Comments are due to the Commission <br />by December 5. Cities interested in making sure the <br />Commission has the benefits of their thoughts are <br />encouraged to review the proceeding and submit <br />comments by the deadline. <br />PAGE 8 /PRIORITY FOCUS <br />VLF from page 1 • • • • • • • • . . . . . . . . . <br />The order also directs the Department of <br />Motor Vehicles to reinstate the General Fund offset <br />to the VLF provided by state law and to refund to <br />taxpayers all overpayments of VLF as a result of <br />the June 20 increase. <br />The same day, the Governor called an extraor- <br />dinary session of the Legislature to consider (1) a <br />March 2, 2003 general obligation deficit bond <br />issue; (2) a March 2, 2004 constitutional spending <br />lid; and (3) "To consider and act upon legislation <br />relative to funding the offset of the motor vehicle <br />license fee from the General Fund." <br />The Governor also called two other extraordi- <br />nary sessions, one to repeal SIB 60 (Cedillo), <br />which authorizes illegal immigrants to obtain <br />California drivers' licenses, and workers compen- <br />sation reform. (See "League Will Support <br />Governor's Workers Compensation Reform <br />Proposal" p. 1.) <br />Immediate Impact on Local Services <br />Cities and counties faced an immediate loss <br />of almost 70 percent of their vehicle license fee <br />funds for the rest of the fiscal year — for cities, <br />approximately $105 a month. Stunned local <br />officials realized that unless the legislature acted <br />immediately on the Governor's request to fund a <br />backfill, they would need to implement budget <br />cuts. <br />Budget Committee hearings in the Senate and <br />Assembly did little to allay local government <br />concerns. Democratic legislators complained <br />about the lack of details from the Administration on <br />what cuts the Governor would support to fund a <br />VLF backfill, or how he would structure his pro- <br />posed $15 billion bond deficit financing bond. <br />Senate President John Burton continued to tell <br />reporters and others that he would wait for the <br />Governor to identify cuts to fund the VLF. <br />By Friday the question of cuts was still hang- <br />ing, but Senator Jim Brulte tackled the VLF backfill <br />issue head on by introducing SIB X5 1(first bill, 5`^ <br />Extraordinary Session), appropriating $3.625 <br />billion to keep city and counties services funded. <br />Continued on Page 9 <br />Visit the League's Official Web Site -- www.cacities.org <br />
