6 , � E- — cr;� <br />This project will also upgrade all leak detection systems for all installations. Currently, <br />not all of the tanks have leak detection or notification systems installed, and those that <br />do, are out of date and act independently. All of the facilities will receive either a new <br />leak detection system, or have existing ones updated and upgraded. At the conclusion <br />of this project, all the systems, ex ^,ept for the Redwood Shores Park Maintenance <br />Satellite Yard, will be wired into the City's existing computer network system, and will <br />function as a separate workgroup. This workgroup will be controlled by software <br />capable of not only reporting stock information to the Fleet Management group <br />instantaneously, but also notifying anyone via e-mail of any leakages, emergency shut <br />downs, and warnings, round the clock. The Redwood Shores Park Maintenance <br />Satellite Yard does not have a network connection yet; therefore, telephone polling and <br />a fax/modem will still have to be used to bring that information into the system <br />periodically. Currently, the City's internal mail delivery person checks on each of the <br />existing systems, manually. <br />The bid opening was held on October 29, 2003, in the office of the City Engineer. Only <br />one bid was received from Technology, Engineering and Construction, Inc. (TEC) doing <br />business as Accutite of South San Francisco, California, in the amount of $110,585. <br />The Engineer's Estimate was $113,000; therefore, the bid from Technology, <br />Engineering and Construction, Inc. is considered a good and responsive bid. <br />Underground fuel tank contractors are extremely over committed, as all the commercial <br />fueling stations must also be brought into compliance with the new rules. <br />Item number 9 on the Schedule of Bid Prices is a deductive alternate for replacing the <br />dispenser at Fire Station #9 for $6,500. Because of budget restrictions, staff <br />recommends that the contract be awarded without this item. This will bring the contract <br />amount down to $104,085. <br />A complete copy of the agreement is available for review in the City Clerk's office. <br />Alternative <br />The Council can choose to reject all bids and readvertise this project in an effort to <br />attract more bidders. However, this will not allow enough time to complete the project <br />before the new rules take effect. <br />Fiscal Impacts <br />Funds in the amount of $125,000 are available in the 2003 -04 Capital Improvement <br />Program budgets under the Capital Fuel Tank Monitoring and Fire Station No. 20 <br />Construction accounts, to support this contract <br />� S.
