REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />December 1, 2003 <br />Subject <br />Developing an alternative to the present complete closure of Redwood Shores levees <br />Recommendation <br />It is recommended that the Council approve and authorize the City Manager to sign the <br />attached letter agreement with W.H. Fawcett <br />Background <br />The City Council hired Buzz Fawcett in May 2003 to try to develop an alternative to the <br />permanently closed levees in Redwood Shores. He has met on numerous occasions with <br />various stakeholders including various environmental folks, recreational folks, homeowner <br />groups, and federal and state agencies. Based on these discussions, Buzz strongly <br />believes there is a workable plan that would significantly increase the habitat areas for the <br />Clapper Rail while allowing public access but always protecting the endangered species. <br />(See attached letter.) <br />Staff believes that the most cost effective way to move forward is to approve the letter <br />agreement which is based on a monthly retainer in the amount of $7,500 (plus expenses). <br />Mr. Fawcett will review the progress and performance in six months with the Council. <br />Fiscal Impact <br />Funds are available within GID 1 -64 (General Improvement Districts).
