REPORT
To the Honorable Mayor and City Council
From the City Manager
December 1, 2003
Subject
Developing an alternative to the present complete closure of Redwood Shores levees
Recommendation
It is recommended that the Council approve and authorize the City Manager to sign the
attached letter agreement with W.H. Fawcett
Background
The City Council hired Buzz Fawcett in May 2003 to try to develop an alternative to the
permanently closed levees in Redwood Shores. He has met on numerous occasions with
various stakeholders including various environmental folks, recreational folks, homeowner
groups, and federal and state agencies. Based on these discussions, Buzz strongly
believes there is a workable plan that would significantly increase the habitat areas for the
Clapper Rail while allowing public access but always protecting the endangered species.
(See attached letter.)
Staff believes that the most cost effective way to move forward is to approve the letter
agreement which is based on a monthly retainer in the amount of $7,500 (plus expenses).
Mr. Fawcett will review the progress and performance in six months with the Council.
Fiscal Impact
Funds are available within GID 1 -64 (General Improvement Districts). These funds are set
aside to deal with the Redwood Shores Levees.
2
Barbara Pierce
Vice Mayor
E verett
City Manager
Attachment
