We agreed that we would "know if we have a workable plan to succeed <br />in 6 months" from my engagement with the City. I think that we can say categorically <br />that we do have a workable plan to succeed and that we are implementing that plan. It <br />is feasible to not only balance public access with species conservation within the <br />framework of the Endangered Species Act, but also to make substantial real habitat <br />increases in Redwood City within the context of the Redwood Shores area resolution. <br />New data, municipal sensitivity to the needs of the species and the addition of the Bair <br />Island complex to the Don Edwards Wildlife Refuge are all factors that will play a <br />role in a final solution. <br />In order to complete performance, we will need to open the federal processes related <br />to the Fish and Wildlife Service's biological opinion and provide for species <br />conservation and habitat improvement in the context of a comprehensive solution. <br />Additional meetings with City, County, State and Federal regulators and legislators <br />will be needed to coordinate the project to its conclusion. <br />In my letter of the 27 I agreed to conduct "a full day of meetings with stakeholders in <br />Redwood City to listen to their concerns and explore our common objectives." With <br />your agreement I have conducted many more days of scoping meetings with Redwood <br />City residents, local environmental leaders including the Audubon society, <br />recreational groups, homeowner group representatives, and federal representatives in <br />the legislative and executive branches. <br />Having completed my initial feasibility study, I am excited to press on to completion. <br />Our mutual objective is, as it was on March 27 th , the desire to find "a permanent <br />ANC BEIJING BELLEVUE BOISE CHICAGO , DENVER HONG KONG LOS ANGELES <br />[09901 - 9700 /DA(L000 %K OLYMPIA PORTLAND SAN FRANCISCO SEATTLE WASHINGTON.
