- - i <br />REP M�- MV" R io <br />TTo tit@ H <br />onora @ ayor <br />December 8, 2003 <br />Subject <br />Zoning Map Amendment –1025 Lakeview Way. <br />Recommendation <br />The Planning Commission recommends to the City Council that the proposed Zoning Map <br />Amendment from RH-40 to RH -20 be approved. <br />Background <br />On October 28, 2003, the Planning Commission reviewed this project and adopted a <br />Mitigated Negative Declaration for the subject zoning map amendment (please referto the <br />attached staff report and meeting minutes). The Commission also recommended that the <br />Council approve the zoning map amendment. The proposal is to allow a re- zoning of a 1.3 <br />acre (56,628 sq. ft.) residential site from RH-40 (Residential - Hillside- 40,000 sq. ft. <br />minimum lot size) to RH -20 (Residential - Hillside- 20,000 sq. ft. minimum lot size). The <br />property currently contains a single - family residence. The re- zoning would enable the <br />property to be subdivided in the future into two parcels and eventually developed with an <br />additional single - family residence. <br />General Plan And Zonina Conformance: Redwood City's General Plan designation forthis <br />area is "Low Density Residential" with allowable densities of approximately 1 to 7 units per <br />net acre. The single - family residences directly opposite the subject property, across <br />Lakeview Way, are zoned RH -12 (Residential - Hillside- 12,000 sq. ft. minimum lot size). <br />The adjoining land use designation for the portion of the subdivision in the County is <br />"Residential Hillside— Design Review" and the County General Plan designation for this <br />area is Low Density Residential allowing 0.3 -2.3 dwelling units per acre." The proposed <br />re- zoning is compatible with the surrounding land uses and with the City's and County's <br />General Plans. <br />Site Description: The property is located in the "Residential Hillside" neighborhood of <br />Emerald Lake, at the terminus of Lakeview Way and is situated on the North side of a cul- <br />de -sac street (see attached vicinity map). The property is bordered to the North by a man- <br />made lake, to the West and East by residential properties and to the South by Lakeview <br />Way. There are mature trees and vegetation within and surrounding the site. All <br />surrounding land uses are low density residential in character and the area is semi -rural in <br />nature. <br />The subdivision in which the property is located was originally created in 1947. The <br />subdivision is comprised of 11 residential lots and a lake which is owned in- common bythe <br />property owners. In 1947, the entire subdivision was within the County limits. Over the <br />years, two properties were annexed to Redwood City.
