qz,a <br />SITE DESCRIPTION: The property is located in the hillside residential <br />neighborhood of Emerald Lake, at the terminus of Lakeview Way and is situated <br />on the north side of a cul -de -sac street. The property is bordered to the north by <br />a man -made lake, to the west and east by residential properties and to the south <br />by- Lakeview Way. There are mature trees and vegetation within and surrounding <br />the site. All surrounding land uses are low density residential in nature and the <br />area is semi -rural in nature. <br />The subdivision in which the property is located was originally created in 1947. <br />The subdivision is comprised of 11 residential lots and a lake which is owned in- <br />common by the property owners. In 1947, the entire subdivision was within the <br />County limits. Over the years two properties were annexed to Redwood City. <br />The subject property is one of the two properties that are now within city limits of <br />Redwood City. The other property is located at 1090 Lakeview Way, adjacent to <br />the subject property. <br />ENVIRONMENTAL ASSESSMENT <br />As required by the California Environmental Quality Act (CEQA), Planning staff <br />has prepared an environmental assessment to determine what environmental <br />impacts, if any, would be generated by the proposed re- zoning. Planning staff <br />has concluded that the proposed re- zoning itself will not have a significant effect <br />on the environment. However, if the property is subdivided and developed, the <br />applicant would be required to implement certain mitigation measures in order to <br />reduce potential environmental impacts that might result from the development of <br />a new residence. The City, therefore, has prepared a Mitigated Negative <br />Declaration. <br />Public hearing notices for the Initial Study have been circulated for public review <br />for a period of 21 days (October 7, 2003 through October 28, 2003). Due to the <br />Planning Commission hearing schedule, the public hearing for this item will take <br />place prior to the end of the public review period. Although the City has yet to <br />receive any public comments on the project, a supplemental staff memorandum <br />addressing any future comment letters will be sent to the Planning Commission <br />on Tuesday, October 28, 2003. <br />In accordance with City procedures, the Planning Commission is the reviewing <br />and approving entity for environmental documents; therefore, the Planning <br />Commission's action on this project is to review the initial study and certify the <br />Mitigated Negative Declaration. <br />FINDINGS <br />The Planning Commission must also make the following findings under CEQA <br />prior to certifying the Negative Declaration: <br />• The Negative Declaration has been completed in compliance with CEQA; <br />0 <br />
