T,C -12 <br />Mr. Mehra said the Negative Declaration has been completed in compliance with CEQA. <br />He said based on the record (including the initial Study and comments received), there is <br />no substantial evidence that the project will have a significant effect on the environment. <br />Mr. Mehra said the Mitigated Negative Declaration reflects the C, +y's independent <br />judgment and analysis. <br />A copy of the Power Point is available for review in the Planning Department. <br />M /S: (Seybert/Garcia) to open the Public Hearing. <br />Motion Passed <br />Acting Chair Paulson asked if staff knows how the property will be subdivided? <br />Mr. Mehra said the current property owner and the perspective property owner have had <br />a survey done and they are gathering information to submit. <br />Commissioner Piulle referred to Circle Page 25 under Cultural Resources of the <br />Evaluation of Environmental Impacts, which reads, "Any human remains are found... ", <br />and said that language should be added to include "and artifacts" found.... . <br />MIS: (Seybert/Piulle) to adopt the findings that the Negative Declaration has been <br />completed in compliance with CEQA, that based on the record, including the initial study <br />received, there is no substantial evidence that the project will have a significant effect on <br />the environment, that the Mitigated Negative Declaration reflects the City's independent <br />judgment and analysis, and taking into consideration the note to add "and artifacts" to <br />the Cultural Resources section of the Evaluation of Environmental Impacts. <br />Motion Passed 6 -0 <br />M /S: (Seybert/Radcliffe) to recommend to the City Council that the Planning <br />Commission approve the Zoning Map Amendment from RH-40 to RH -20. <br />Motion Passed <br />5. ENVIRONMENTAL ASSESSMENT <br />This project requires the rezoning of nine existing parcels (492, 502,512 Woodside, 1606 <br />and 1620 Hess Road, and 515, 553, 551 Lucerne Avenue from their present "R-4" <br />(Residential Multi - Family Medium Density) and "CG" (General Commercial District) to <br />"CG -R" (General Commercial - Residential Combining) Zoning District. Staff is <br />recommending that the Planning Commission certify the Mitigated Negative Declaration <br />and make the appropriate findings, however, the formal review of the rezoning will occur <br />at a future date. <br />Blake Lyon, Associate Planner, said that Wegman's Nursery, which is associated with <br />this rezoning, has been a family -owned and operated business in Redwood City for <br />more than 40 years, and as a result, their current operations have a few non - conforming <br />aspects. He said in April, the applicants submitted a Preliminary Design Map application, <br />with the intent of investigating the feasibility of constructing a more permanent canopy <br />structure, and develop a better understanding of what improvements could be made to <br />help them become more competitive in today's market place. <br />Page 2 of 4 <br />
