A-2 <br />The Technical Advisory Committee of the Countywide Stormwater Pollution Prevention <br />Program ( STOPPP) prepared a new San Mateo Countywide Stormwater Management <br />Plan for the period of July 2004 through June 2009 and compiled other information needed <br />to reapply for NPDES permit re- issuance (Note: the full text of the Stormwater <br />Management Plan is on file in the City Clerk's Office and can be viewed online at the <br />Countywide STOPPP website: www.flowstobay.oro). <br />The San Mateo Countywide Stormwater Management Plan 2004 -2009 represents mainly a <br />continuation of the stormwater pollution prevention and control activities and costs that are <br />currently being implemented. The seven -paged Executive Summary of the Stormwater <br />Management Plan is attached. Page ES -5 of the Executive Summary contains an <br />explanation of the changes in the new plan, which are different from the previous <br />Stormwater Management Plan. <br />The City Council must hold a public hearing on the Stormwater Management Plan and <br />adopt a resolution that authorizes three actions, as described below: <br />1. The City Council agrees to reapply to the San Francisco Bay Regional Water <br />Quality Control Board for reissuance of the municipal stormwater NPDES permit <br />to discharge water from the municipally owned storm drain system, and <br />2. The City Council accepts, adopts, and commits to implement the San Mateo <br />Countywide Stormwater Management Plan 2004 -2009 and requests that the San <br />Mateo Countywide Stormwater Pollution Prevention Program's ( STOPPP) <br />NPDES Coordinator submit this plan to the San Francisco Bay Regional Water <br />Quality Control Board as part of the re- application for NPDES permit reissuance, <br />and <br />3. The City Council directs the City Clerk to forward a copy of this Resolution to the <br />City /County Association of Governments' Stormwater Pollution Prevention <br />Program NPDES Coordinator. <br />Alternative <br />The City must comply with the regulations and statutes governing municipal stormwater <br />pollution prevention and water quality standards as established by federal and State law. <br />There is no practical alternative to meet this mandate. This approach assures a cost <br />effective and efficient way of pooling municipal resources countywide to meet the federal <br />and state unfunded mandate. <br />Fiscal Impact <br />The cost of implementing the Countywide Stormwater Management Plan and Program for <br />FY 2003 -2004 is $1.2 million. The program costs are shared among the 20 cities and the <br />County. The two -year program budget for FY 2003 -04 & FY 2004 -05 (Appendix A of the <br />Stormwater Management Plan) anticipates expenditures of $1.2 million for each program <br />year. <br />
